Position: CCS / CSP Supervisor

The Portage County Health & Human Services department is hiring a full-time CCS / CSP Supervisor. This position develops, monitors, and provides leadership for the Comprehensive Community Services (CCS) and Community Support Partners (CSP) programs. The 2026 salary range starts at $78,394.80 / yr.

What are the primary job responsibilities?
  • Develops, refines, implements, evaluates and monitors Comprehensive Community Services and Community Support Partners programs to assure compliance with DHS 36 and other applicable rules and guidance.
    • Direct case referrals and assignments
    • In conjunction with Division Manager and CCS Management Team develop annual program(s) budget
    • Implement and monitor program budget
    • Organize and participate in CCS Advisory Committee meetings and sub-groups
    • Represent Portage County at regional and state-wide meetings
    • Monitors CCS contracts in conjunction with CCS Management Team to ensure needs of enrolled CCS consumers are met
    • Resolve client complaints
    • Complete State and County data reporting
    • Complete Department of Quality Assurance (DQA) re-certification process
    • Authorize CCS services per CCS Service Plan as Mental Health Professional.
    • Analyze section case files/paperwork for quality assurance purposes
    • Coordinate and collaborate with CCS Management Team.
Recruit, Hire, Train, Supervise and Evaluate CCS and CSP Service Facilitator Staff
  • Consult with Human Resources in recruitment and hiring process.
  • Implement section reorganization to maximize program effectiveness and staff efficiency.
  • Initiate recruitment and hiring as needed.
  • Recommend hiring and termination.
  • Supervises and evaluates section personnel based on human resources policies and department work rules.
  • Ensure new staff and current staff are trained in the programs implemented in each unit.
  • Administer Human Resources policies as necessary.
  • Plan and execute section staff meetings to provide direction and consultation to section personnel.
  • Organize and promote staff development through individual guidance, in-service programs and other training events.
  • Respond to and resolve staff complaints.
Provide clinical supervision per Mental Health Professional designation
  • Provide regular and on-going individual and group clinical supervision and consultation to CCS/CSP staff.
  • Provide individual and group clinical supervision and consultation to Mental Health Clinic staff and Emergency Mental Health Services staff as needed.
  • Provide Critical Incident Stress Debriefing as needed internally at Portage County and to community partners.
What are the minimum qualifications?
  • Licensed Mental Health Provider (LPC, LISW, MD, Ph.D, Psy.

    D., NP, APNP) within the state of Wisconsin is required.
  • 3000 hours of supervised clinical practice that meets Wisconsin DHS 34 standards and Wisconsin DSPS standards for Licensed Mental Health Provider status.
  • Management experience in human services or related field preferred.
  • Wisconsin License as a Substance Abuse Counselor preferred.
