Job Overview
The Nebraska Public Service Commission seeks a detail‑oriented, dedicated, self‑motivated individual for a Procurement Officer position. The role also includes some accounting functions.
Responsibilities- Performs detailed review of procurement methods for highly technical, high‑cost services to ensure compliance with administrative requirements and verify availability of funds.
- Solicits qualified sources of goods and services while ensuring consistent application of agency policies, procurement standards, and applicable State and Federal statutes and regulations.
- Participates in cross‑functional work groups to develop technical contract specifications and support the award process for high‑value, technical service contracts.
- Assists in preparing final contract documents and supporting materials for award recommendations.
- Enters all executed agency contracts into the Enterprise One (E1) system and uploads finalized contracts to the State Contracts Database.
- Prepares purchase orders for goods and services in accordance with procurement rules and assists with processing payments against established contracts.
- Assists with processing accounts payable, accounts receivable, expense reimbursements and general ledger transactions in the state’s Enterprise One (E1) financial and payroll system.
- Reviews and processes vendor invoices and assessment payments for the natural gas department, including tracking assessments against statutory limitations.
- Collaborates with the Finance Director and other Commission staff regarding agency audits.
- Assists with annual fixed asset inventory and surplus of fixed assets.
- Performs other duties as assigned.
Salary: $65,000 – $75,000, commensurate with qualifications. Supervisor:
Director of Finance and Operations.
- Associate’s degree in business administration, procurement, accounting, finance or related field and two years’ experience with the State’s Enterprise One financial and purchasing modules.
- Additional experience may substitute for education on a year‑for‑year basis.
- Proficiency with Microsoft Excel, Outlook and Word.
- Must be certified to perform procurement activities in E1.
- Graduate of an accredited four‑year college or university with a degree in business administration, procurement, accounting, finance or equivalent education and experience.
- Five years’ experience with Enterprise One financial and purchasing modules.
Skills and Abilities
- Knowledge of State purchasing regulations, methods, procedures, and business practices for specialized requirements; solicitation or purchasing methods; price analysis techniques; various procurement clauses; post‑award procedures.
- Knowledge of professional accounting principles, theories and practices; generally accepted accounting principles (GAAP); research practices and techniques; record‑keeping methods; word processing and spreadsheet computer software programs; computerized accounting software; federal and State laws and regulations applicable to accounting/finance operations.
- Strong analytical and communication skills, both verbal and written; listening to and understanding information received; using mathematical methods or formulas to compare, analyze and present data; compiling data from multiple sources into a single, comprehensive document or report.
- Extreme attention to detail and interpersonal skills; ability to communicate effectively; work independently and prioritize work assignments; develop and enforce purchasing procedures, regulations, and statutes.
- Apply principles of accounting and fiscal management; learn and apply principles and concepts of specific agency programs, policies and operating details of an accounting system; design reports and financial statements; compute and compile financial data; analyze data and draw conclusions; organize and present facts and opinions so others will understand; communicate to exchange and elicit information.
