Assistant Chief Financial Officer
This position is available with the Oklahoma Department of Career and Technology Education.
The Assistant Chief Financial Officer oversees daily financial operations, accounting, financial reporting, internal controls, and Carl Perkins program activities to achieve goals established for the Career Tech system. As a designated successor on the executive track, this position works directly alongside the Chief Financial Officer to transition into full strategic leadership over the next six months.
Education and Experience
Required:
- Five years of experience in financial administration.
- Management experience, with preference given to individuals with common school, technology center, or state financial experience.
Preferred:
- Master's degree in finance, business management, or related areas.
- Financial certification.
Essential Duties and Responsibilities:
- Coordinate the operation of finance and the Carl Perkins federal grant division towards achievement of organizational goals and objectives.
- Assist senior leadership in analysis of financial reports, federal reports, and various data outcomes to help guide the strategic plan decisions of the agency.
- Monitor issues that may affect the Career Tech System regarding financial operations, funding, data collection, and federal programs.
- Monitor proposed legislation that may have a fiscal impact on the Agency and Career Tech System; respond to legislative and other related requests as they relate to financial matters within the Career Tech system.
- Oversee effective internal control of financial resources of the Agency, including appropriate application of both state and federal monies as well as ensuring compliance with financial requirements established by laws or regulations.
- Analyze financial and management data to interpret financial results of operations for all levels of the Agency.
- Provide leadership on financial policies, procedures, and plans.
- Provide guidance in the implementation of Carl Perkins and American Rescue Plan Act (ARPA) federal grants to ensure federal performance measures are achieved.
- Provide leadership for the fiscal accountability of all federal grant funded projects to ensure budget, expenditure and reporting aligns with regulatory requirements.
- Provide direction in the administration of the technology center formula calculation, and the expenditure and revenue reporting process.
Salary and Benefits $70,766.48 - $82,914.37

Management Responsibility Senior Leadership position. Manages other managers, divisions, and direct reports.
Communication Skills Requires ability to read, analyze, and interpret professional journals, financial reports, and legal documents as necessary. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the community. Write complex documents in a prescribed format. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to communicate complex ideas and beliefs to top management.
Mathematical Skills Ability to apply advanced mathematical concepts as applicable.
Reasoning Skills Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

Skills and Abilities
Knowledge of state statutes, school laws, and ethics rules preferred. Computer literacy and the ability to research laws and negotiate required.
Physical Demands Ability to lift 50 pounds with or without reasonable accommodation.
Work Environment Position based in Stillwater, OK. Normal office conditions with some travel and overnight stays required. Requires valid driver's license.
