About this Position

The Center for Local Government Technology (CLGT) provides education, training, research, technical assistance, and customized services to local, state, and tribal governments, and other public and private entities through multiple programs funded by state appropriations, grants, and cooperative agreements. The Valuation Training Assistance Program (VTAP), located at CLGT, provides education, training, support, and technical assistance to County Assessor and County Treasurer offices in Oklahoma.

The CAMA Specialist I functions as support staff to the CAMA Senior Specialist and the CAMA Specialists II within the Computer Assisted Mass Appraisal (CAMA) division. The candidate is responsible for CAMA software implementation, training and support, and assisting with real and personal property appraisals and cadastral mapping. The candidate provides orientation, training and on-going assistance to County Assessors and their deputies in all phases of CAMA and cadastral mapping systems, the coordination of specific mapping projects, and assisting in assessment appeals or other proceedings to substantiate appraisals.

The candidate attends relevant conferences to make presentations and provide training on property valuations, appraisals, and the CAMA system and attends professional development training to better serve client base. The candidate will develop an annual work plan and will discuss and establish annual performance goals and measures with his/her supervisor that are subject to change from year to year. The candidate will be expected to perform other duties as assigned, and when necessary, adjustments will be made to the annual work plan and the performance goals.

Employment for all CLGT employees is contingent upon continuous funding and revenue.

Position is home based (not required to report to office on daily basis). Position requires continual availability by cellular device for program-related business. Due to communication expectations of the position, the incumbent will be required to maintain a cellular or other electronic communication device.

Requires extensive travel in-state to county government offices, occasional travel out-of-state, occasional necessity to work nights and weekends, and performing duties in excess of 40 hours per week. Expected to represent CLGT and the University at all times when working as a team member and as an individual with professional demeanor and actions.

Position requires the ability to lift fifty (50) pounds, including student manuals and presentation equipment.

Required Qualifications
  • High School/GED (degree must be conferred on or before agreed upon start date)
  • Three (3) years of prior successful work experience including real estate appraisal, working in or consulting with a County Assessor's office, using or training on a CAMA software, or relevant management experience; post-secondary education may be substituted for work experience.

  • Certifications, Registrations, and/or Licenses:

    Have before hire and maintain after hire a valid driver's license. A valid driver's license must be maintained for the operation of an OSU vehicle, which is required in the performance of job duties as assigned.

  • Skills, Proficiencies, and/or Knowledge:
    • Knowledge of the Oklahoma Ad Valorem Tax Laws and Oklahoma Tax Commission Rules and Regulations.
    • Understand cadastral mapping and its relation to mass appraisal and assessment administration practices in County Assessors' offices, including but not limited to, tax levies, exemptions, freezes and caps, reports to be generated, and budgeting.
