About the Position

We are seeking an Emergency Management Planner to provide support to our Resilience area in Oklahoma City, Oklahoma. This is a regular, full‑time position governed by the Oklahoma Civil Service system, with a 12‑month trial period.

Position Summary

Under the direction of the State Hazard Mitigation Officer, the Emergency Management Planner serves as the agency’s lead planning specialist, coordinating, developing, integrating, and maintaining emergency management planning initiatives supporting statewide resilience, continuity, preparedness, mitigation, and recovery objectives.

Core Work Responsibilities State Administrative Plan & Program Compliance
  • Serve as the primary coordinator and custodian of the Oklahoma State Administrative Plan and associated planning documentation.
  • Develop, maintain, revise, and coordinate updates to the State Administrative Plan (SAP).
  • Ensure planning documents align with federal and state statutes, regulations, grant requirements, and agency policy.
  • Coordinate review cycles and stakeholder input processes for statewide planning documents.
  • Monitor filing requirements associated with FEMA grant programs and emergency management guidance.
  • Develop administrative procedures, planning guidance, and supporting documentation necessary to maintain compliance with applicable planning requirements.
  • Support audits, monitoring activities, and program reviews involving planning‑related deliverables.
Hazard Mitigation & Resilience Planning
  • Support statewide resilience initiatives through planning, risk analysis, and mitigation strategy development.
  • Coordinate development and integration of hazard mitigation planning efforts supporting state and local resilience objectives.
  • Assist with identification and prioritization of mitigation opportunities that reduce risk to people, property, infrastructure, and critical services.
  • Lead planning initiatives involving hazard vulnerability assessments, consequence analysis, and predictive evaluation of cascading impacts to critical infrastructure and community lifelines.
  • Promote integration of mitigation concepts into emergency management, community development, infrastructure, and land‑use planning efforts.
  • Assist local jurisdictions in understanding and implementing mitigation planning requirements and best practices.
  • Support development of planning products that strengthen long‑term resilience and disaster risk reduction.
Continuity Planning & Operational Readiness
  • Coordinate continuity planning efforts that support continuity of government and continuity of operations capabilities.
  • Develop, maintain, and improve Continuity of Operations (COOP) planning initiatives.
  • Facilitate continuity planning workshops, planning teams, and stakeholder coordination activities.
  • Support continuity planning efforts involving critical functions, essential personnel, communications, facilities, and resource requirements.
  • Assist agencies and stakeholders in developing continuity capabilities and continuity planning products.
  • Coordinate testing, validation, and improvement of continuity plans through exercises and planning activities.
