Position based in Oklahoma City, OK. Candidates must reside in the State of Oklahoma and be willing to report to the Will Rogers Memorial Office Building in Oklahoma City.

- Identify and communicate effectively with key stakeholders.
- Analyze business processes and the business systems that drive them.
- Identify risks and inefficiencies in business processes and recommend technology-based solutions.
- Develop and maintain system documentation including the creation of business and functional requirements, user stories and process maps.
- Work closely with assigned business unit team(s) to elicit, translate and distill business vision into clear business requirements, compiling information in a format meaningful to both business stakeholders and software developers.
- Build requirements and specifications for new functionality and enhancements as well as help develop new ideas based on relevant industry experience.
- Recommend or facilitate selection of technology solutions and options.
- Schedule and/or participate in the organization and leadership of project related meetings and work groups, setting agendas in advance, identifying action items, and compiling and distributing meeting recaps.
- Prepare and facilitate standing project status meetings with assigned Agency Divisions.
- Serve dual role of Project Manager & Business Analyst for projects of appropriate size/scope.
- Contribute to testing by creating test scripts, coordinating/facilitating user acceptance testing and assisting with regression testing.
- Own or assist with preparation of a variety of project-associated documentation (including training materials, process mapping, and user manuals).
- Own and manage user acceptance testing, including creation of test scripts.
- Supplement functional, regression and system testing as determined by project team.
- Own full test cycle on small projects.
- Build proficiency in the application(s) that support assigned Agency Divisions.
- Knowledge of organizational functions, methods and techniques of public administration, process improvement, lean, and change management principles.
- Ability to solve complex problems of the organization and prepare cost‑benefit analysis.
- On-site attendance is an essential function of the position, requiring direct interaction with staff, clients, and on‑site office resources.

Physical Demands / Work Environment- Work is performed in the office setting with climate control. Requires talking, standing, walking, reaching with hands and arms, and daily use of computer and phone. Occasional use of office machinery may be required in accordance with safety and security protocols.
- Bachelor’s degree and three (3) years of professional level experience in business or public administration, data science, data analysis, or similar, or an equivalent combination of education and experience substituting one (1) year of experience for each year of the required degree.
- Proficient with Microsoft Office, Outlook, Teams, SharePoint and Azure Dev Ops.
- Knowledge of data modeling, statistical analysis, predictive modeling and Business Intelligence platforms and data manipulation languages (e.g., SQL).
- Preferred:
Specific Business Intelligence platform experience such as Microsoft Power BI, Tableau, or Qlik. - Must be capable of lifting, carrying, and moving objects up to 25 pounds.
