Temporary – Part-Time HR Specialist

Job Summary:
Reporting to the Manager of Finance and Corporate Services, the Human Resources (HR) Specialist plays a critical role in the Community Health Centres of Northumberland (CHCN), from coordination of the recruitment, screening, interviewing and onboarding processes for all staff, to developing and advising management on policies and employee relations. This multifaceted position also involves processing payroll and benefits, maintaining employee records, and ensuring regulatory compliance.
Service Responsibilities:
Recruitment & Staffing – In conjunction with management team:
Develop a standardized recruitment process including:
- Identifying hiring needs
- Developing and posting job advertisements
- Screening resumes
- Developing interview guides
- Scheduling interviews
- Assisting with interviews, as required
- Completing reference checks
- Managing employment offers and contracts
- Managing collection and monitoring of Criminal Record Checks and/or Vulnerable Sector Checks
Policy, Procedures and Job Description Development – In conjunction with management team:
- Development and maintenance of all HR policies and procedures, including scheduling follow-up reviews and recommendations to management for revisions.
- Development and evaluation of all required Job Description s, researching current trends to ensure up to date descriptions that are relevant and aligned with the needs of the organization.
Compensation & Benefits
– using the organizations Human Resource Information Systems (HRIS):
- Manage the CHCN’s payroll and time off credit system. This includes the administration of bi-weekly reporting in the ADP platform and communication to staff, as required. Trouble shooting and identifying and resolving issues with ADP as required.
- Administer and manage health, dental and disability insurance plans with the insurance provider. Provide support and communication to staff as needed. Reporting and interface with ADP system, as required. Participate in and support management team on annual review and contract processes.
- Administration of employee retirement plan (HOOPP), ensuring enrolment of staff, reporting, and interface with ADP system, as required.
Onboarding & Training
- Create new individual staff/student HR files, and complete audits of files for completeness, as required
- Developing and conducting orientation processes for new hires.
- Developing, coordinating, and monitoring student placements across the organization.
- Ensure new hires and students provide all necessary documentation such as police checks, credential verification, CRA tax forms, and other required documentation.
- Ensure all staff and students complete necessary training and policy review and sign of confidentiality and use of CHCN property forms.
Employee Relations & Conflict Resolution
- Serve as a trusted, neutral resource for staff and leaders, providing advice and support on employee relations matters, performance concerns, and workplace issues.
- Lead and support the resolution of workplace conflict through informal coaching, mediation, and facilitation, with a focus on respectful, trauma-informed, and values-based approaches.
- Support managers with the interpretation and application of HR policies, and employment legislation in addressing employee relations matters.
- Participate in or lead workplace investigations, ensuring processes are fair, confidential, culturally safe, and aligned with organizational policies and legal requirements.
Project Management & Professional Development
- Standardize employee and leadership performance appraisal processes.
- Develop and/or seek professional development opportunities for all staff and departments, for the not-for-profit sector.
- Support CHCN’s strategic planning, quality improvement and accreditation goals and objectives.
Regulatory Compliance:
- Ensure all HR practices adhere to provincial and federal legislation – Employment Standards Act, Ontario Labour Law, Canada Labour Code including the Ministry of Labour – Labour rules for Employees.
- Support the management team by being the subject matter expert at the CHCN for all HR practices and standards.
