Under general direction, the Civil Engineer manages construction administration and delivery of capital improvement projects for the San Joaquin Regional Transit District. The position is responsible for contract administration, construction oversight, and coordination with internal and external stakeholders to ensure projects are delivered on time, within budget, and in compliance with applicable regulations. The Project Engineer has primary responsibility for project execution, including contract administration and field decision-making, in coordination with project controls staff.

Responsibilities- Manages construction phase activities, including contractor oversight, schedule monitoring, and budget control.
- Reviews and approves progress payments, cost forecasts, and financial reports.
- Negotiates and administers change orders, including cost and schedule impacts.
- Interprets plans, specifications, and contract documents to ensure compliance and quality.
- Reviews contractor submittals, estimates, and potential claims; recommends appropriate action.
- Monitors project risks and implements mitigation strategies.
- Coordinates with agencies such as Caltrans and ensures compliance with Federal Transit Administration (FTA) requirements.
- Supervises staff and consultants; provides training, mentoring, and performance oversight.
- Prepares and presents project reports to management, executive leadership, and governing boards.
- Supports community outreach and stakeholder engagement.
- Maintains complete and accurate project documentation.
- Performs routine site visits to RTD facilities and various meeting locations.
- Performs related duties as assigned.
- Construction estimating principles, construction law, and material usage in public infrastructure projects.
- Critical Path Method (CPM) scheduling and use of project management software.
- Geometry, algebra, and construction safety practices and techniques.
- Principles and practices of civil engineering and public works construction.
- Soil mechanics, geology, and surveying practices.
- Construction and inspection procedures, including utility installation.
- Methods, materials, and equipment used in heavy civil and transit construction.
- Applicable laws, regulations, codes, ordinances, and standards governing construction projects.

- Federal, state, and local rules and regulations, including grant-funded project requirements.
- Principles of multiple construction disciplines (e.g., civil, track, overhead catenary systems (OCS), signaling, power, stations, and structures).
- Principles of supervision, staff development, and personnel management.
- Negotiation strategies and dispute resolution techniques.
- Advanced use of Microsoft Office Suite (Excel, Word, PowerPoint) and database systems.
- Use of specialized project management and construction software (e.g., Primavera, Microsoft Project, or similar).
- Data analysis, reporting, and presentation of project performance metrics.
- Learn and apply District policies, procedures, and public relations practices.
- Interpret engineering drawings and specifications to verify quantities, dimensions, and compliance.
- Plan and coordinate complex construction activities across multiple stakeholders.

- Evaluate completeness and accuracy of plans, specifications, and reports.
- Manage multiple projects in a fast-paced, high-pressure environment.
