Senior Plan Checker
Position Summary:
This is an open/promotional opportunity in the Community Development Department. The Senior Plan Checker reports directly to the Deputy Building Official and reviews complex building plans and submittal documents for code compliance. The incumbent works a 9/80 schedule (7:30 a.m. – 5:30 p.m. Monday–Thursday; 8:00 a.m. – 5:00 p.m. Fridays, with every other Friday off). The position is non‑exempt under the Fair Labor Standards Act and is classified/represented under the Civil Service system.
- Review and examine construction documents for residential, commercial and industrial building construction and alterations; ensure plans, structural calculations and specifications comply with building and related codes.
- Consult with homeowners, builders, engineers, architects and other professionals to interpret codes and recommend necessary changes.
- Review corrected plans for conformity; calculate fees and submit documentation for permit issuance; may issue building permits.
- Maintain records of assigned permit applications, incoming plans, applications processed and permits issued.
- Receive permit applications and routes them to appropriate divisions and enter plan‑check data into computer database; update and generate required printed reports.
- Initiate appropriate action to enforce code compliance.
- Prepare correspondence to architects, engineers and contractors concerning plan corrections.
- Advise building inspectors on structural and other building problems arising during construction.
- Coordinate construction planning documents review and processing with other City departments.
- Monitor changes and new legislation; investigate new materials and methods; recommend changes in building codes and regulations.
- Participate in setting work priorities, coordinating schedules and establishing goals for assigned activity.
- Make on‑site construction inspections to confirm compliance with approved plans and specifications.
- Represent the City with dignity and integrity in all relations with staff and the public.
- Structural, plumbing and electrical construction techniques, materials and practices.
- Residential, commercial and industrial construction materials, methods and equipment.
- Applicable housing and building codes, ordinances and safety regulations.
- Principles of modern office practices and relevant software.
- Strong oral and written communication skills and business English.
- Safe work practices.
- Perform detailed analysis and examination of building designs, specifications and plans.
- Apply engineering and architectural principles to complex construction problems.
- Organize work, set priorities and exercise independent judgment within guidelines.
- Deal tactfully with City staff, other agencies, homeowners and contractors.
- Analyze and evaluate complex building plans and reports, reach sound conclusions.
- Understand and follow oral instructions and prioritize workload to meet deadlines.
- Communicate effectively in both oral and written form.
- Operate modern office equipment and software.
- Use appropriate safety procedures.
- Establish and maintain effective relationships with colleagues.
Any combination of education, training and experience that provides the desired knowledge and abilities. Typical qualifications: high school diploma and four years of increasingly responsible experience as a comprehensive building plan checker at a municipal or related agency equivalent to Plan Checker II in the City of Stockton, demonstrating competence in reviewing complex building and life safety systems.
Other Requirements- Valid California driver’s license.
- Requirements for ICC certification for Plan Checker I, II or Senior Plan Checker as outlined.
