Water/Sewer Equipment Operator - Municipal Utilities Department
The City of Stockton's Municipal Utilities Department is recruiting qualified candidates for the position of Water/Sewer Equipment Operator in the Collection Systems Division. This classification performs skilled work essential to the construction, operation, and maintenance of the City's underground water and sewer infrastructure.
Work Schedule
This position operates on a 9/80 schedule, providing operational efficiency and work-life balance:
* Monday through Thursday: 7:00 a.m.
- 4:30 p.m.
* Every other Friday: 7:00 a.m.
- 3:30 p.m. (alternating Fridays off)

Position Summary
Under general supervision, the Water/Sewer Equipment Operator performs skilled and semi-skilled work involving the operation, inspection, and routine maintenance of complex, heavy, and specialized construction equipment used in water and sewer system projects. Assignments support installation, repair, replacement, and maintenance of underground pipelines and related municipal utility infrastructure.
Typical Equipment & Duties May Include
* Operation of motorized construction equipment such as backhoes, loaders, trenchers, excavators, and related attachments
* Excavation, trenching, back filling, grading, and compaction in compliance with safety and engineering standards
* Support of pipeline installation, repair, and maintenance activities for water and sewer systems
* Routine inspection, servicing, and minor maintenance of assigned equipment
* Compliance with applicable safety regulations, traffic control requirements, and confined space procedures
* Coordination with crew members, supervisors, and inspectors to ensure work is completed safely and efficiently
Pre-Employment Requirements
Prior to appointment, eligible candidates must successfully complete:
* A background investigation, including fingerprinting
* A comprehensive medical evaluation, including drug screening, back evaluation, and spirometry
This position is ideal for experienced equipment operators seeking stable public-sector employment while contributing to critical municipal infrastructure and long-term system reliability.
CLASS CHARACTERISTICS
This is a skilled single level class in the operation of heavy equipment for the Municipal Utilities Department. It is distinguished from the Senior Collection Systems Operator, or Senior Water Systems Operator, as appropriate, which is the first-line supervisor, responsible for a variety of maintenance activities.

QUALIFICATIONS
Education/
Experience:
Possession of a high school diploma or GED and two years of Journey Level experience in water distribution systems or sewer maintenance work at a level equivalent to the City's classes of Collection Systems Operator (Journey Level) or Water Systems Operator (Journey Level). Training or experience in the operation of heavy construction equipment is desirable.
Other Requirements:
* Must possess a valid Class A California driver license including endorsement N.
* If assigned to the Water Division, must obtain a Hazardous Materials Endorsement from the California Department of Motor Vehicles prior to completion of the probationary period.
* If assigned to the Water Division, must possess a Grade D1 Distribution Operator Certificate issued by the California State Water Resources Control Board prior to completion of the probationary period.
* If assigned to the Water Division, must successfully complete the designated number of contact hours (e.g. continuing education/training requirements) as determined by the California State Water Resources Control Board to maintain the required certification. Certification is required as a condition of continued employment with the City of Stockton. Failure to comply with the regulations pertaining to Distribution Operator Certification will result in termination of employment.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include a practical, training and evaluation, or written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
