Bachelor's degree (foreign equivalent or higher). In lieu of the degree, four (4) years of full-time directly related experience, or a combination of higher education and experience totaling four (4) years may be considered. Five (5) years of full-time, progressively responsible, directly related experience in construction management, budgeting, project development, and/or a related field. Supervisory experience in minor rehabilitation and new construction, including project cost and schedule oversight.
Knowledge of Building and Fire Codes. Experience working with construction management software (Procore, E-Builder, Primavera, etc.). Project Management experience. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (

Preferred Qualifications:
Professional license (PE, RA) or professional certification (PMP, PgMP, CAPM, CEM, BSI, or CEO).
Experience with minor rehabilitation and new construction in a University, Healthcare, Hospital Construction, or similar setting. OSHA certification. Proficient in Microsoft Office Suite and/or Google Workspace.
Brief Description of Duties:
The Project Manager will provide professional direction and oversight for all new construction and renovation activity. This includes responsibility for all duties necessary for project planning, such as identifying required labor and labor hours, calculating cost estimates based on trade rates/hours, working with trade unions in workforce designations, and ultimately managing and supervising assigned trades and contract labor and services for minor rehab and new construction services.
The Project Manager will represent the University in development, planning, and construction activities performed in-house, utilizing state trade employees, contract labor, and consultants. The incumbent must be able to work independently while effectively managing multiple priorities and complex projects. They should demonstrate a strong track record of delivering construction and service projects that support cost-effective outcomes and maintain high-quality standards as well as have experience in interpreting and implementing design and construction documents.
The purpose of the HSC Project Manager role is to ensure that both Capital and locally funded projects progress efficiently and on schedule. The selected candidate will be responsible for the following duties:
- Manage multiple concurrent capital construction projects from scope through closeout.
- Supervise vendors and trade personnel, including oversight of all trades in all facets of project progression, State trade employees, contract labor and outside vendors for work on major rehabilitations, renovations, alterations, and new construction projects.
- Maintains all Capital Project documentation for adjustments to time, labor, extensions, and project scope change orders.
- Maintain records of construction documents, as-built drawings, project schedules, using project management software, and budget estimates.
- Provide accurate reports that forecast through project completion through the Project Status Report and other means identified by leadership.
- Generate estimates and track time and materials to ensure projects are accomplished within time constraints and performance goals.
- Order all construction material and equipment necessary for all capital projects through the procurement department on a project-by-project basis.
- Review time sheets for union trades people, determine crew size requirements, and arrange for additional staff when needed.
- Develop and manage construction project schedules, cost analysis, and project accounting in order to maintain project time tables for completion.
- Construct projects by means of specifications, plans, scope of work, and cost estimates. This shall be conducted independently with little or no supervision.
- Provide assistance to design engineers and architectural/engineering consultants for hands-on project management in construction.
- Assist in the implementation of designs to conform to the budget and project scope.
- Assist in developing requests for proposals (RFPs) and requests for qualifications (RFQs).
- Inspect all construction plans and work from start to completion to verify conformity with the budget and project scope.
- Review all construction plans and work from start to completion to verify conformance with New York State Uniform Fire Prevention and Building Code and Life Safety Code.
- Other duties or projects as assigned, as appropriate to rank and departmental mission.
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
