Required Qualifications (as evidenced by an attached resume):

  • Bachelor's degree (foreign equivalent or higher). In lieu of a degree, four (4) years of directly related experience, or a combination of higher education and experience totaling four (4) years may be considered.
  • Five (5) years of experience as an emergency responder (volunteer experience will be considered).
  • Four (4) years of previous experience as an operational fire officer in a paid or volunteer department.
  • First Aid with CPR.
  • NIMS/ICS 100, 200, 700 and 800.
  • NYS Code Enforcement Official or must be able to obtain certification within 1 year of employment.
  • NYS Confined Space Technician.
  • Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (

Preferred Qualifications:

  • Two (2) additional years of experience as a paid, full-time emergency responder or in a volunteer department.
  • NIMS 300.
  • Large University/Healthcare fire/life safety experience.
  • Incident Safety Officer.
  • OSHA 10-Hour.
  • NYS/National Registry EMT.
  • NYS Motor Pump Operator on a Class "A" engine.
  • NYS Rope Rescue/High Angle.
  • Rapid Intervention Team Training.
  • Aerial/Ladder Operations.
  • Campus active shooter response/Tactical Critical Casualty Care Certification.

Brief Description of Duties:
The Commander for Fire & Emergency Services may act as the incident commander at campus emergencies until relieved by a higher rank. Provides direct supervision to the Fire Services team. They will supervise all activities conducted during their shift. Maintains compliance with applicable reports. They will lead their subordinate in each daily task/assignment. All activities are documented via written reports, logged into the response log, inputted into the LMS database or logged for Clery.

They will supervise all training during their shift. This position will have direct responsibility for scheduling and coordination of all shifts to ensure proper shift coverage. The successful candidate will also take directions from the Assistant Chiefs, Director or Fire Chief when necessary or in the absence of the Deputy Chief of Operations.

  • Supervision, Command and Control of All Responses:
    • Provides services, consultation, advice and timely incident/complaint handling, detection, response, suppression, mitigation and resolution for campus emergencies including, but not limited to fires, fire alarms, medical emergencies, trouble alarms, local alarms, elevator response, odor complaints, accidents, safety complaints, confined space rescue, chemical/biological/radioactive and nuclear threats and spills, sprinkler system activations, facility/utility shutdowns, and campus problems or assistance requests made by other campus departments.
    • Ability to react calmly and effectively in emergency situations.
    • Ability to assess and prioritize multiple tasks, projects and demands, communicate effectively in verbal and written form, establish and maintain effective working relations with coworkers and other internal and outside agencies.
    • Ability to maintain quality, safety and infection control standards.
  • Inspections:
    • Fire safety and extinguisher inspections, hazard assessments on all facilities, ensuring compliance with OSHA, NYS Fire Codes, NFPA Standards and Codes, and other applicable standards.
    • Conduct occupancy reviews of spaces for compliance.
    • Complete inspection and deficiency report, provide follow-up to ensure that corrective action is taken, and maintain records of all activities.
    • Conduct pre-incident building planning.
    • Perform site safety inspections and issue hot work, confined space entry and tent permits.
    • Ensure adequate fire prevention measures and air monitoring before permit issuance.
    • Periodic inspection and testing of fire protection systems (e.g. standpipes, sprinkler systems, hydrants, etc.) in accordance with NFPA Standards. Conduct tests of the water supply system to ensure adequate fire flow for fire department operations.
