Job Description – Transportation Supervisor 2 (NY HELPS) (2601884)

- Eligible List Appointment to Transportation Supervisor 2: candidates must be reachable on the Civil Service eligible list for this title and must complete and return any canvass letter received.
- If three or fewer qualified candidates exist, the position may be filled through a non‑competitive promotion in accordance with Section 52.7 of the New York State Civil Service Law; candidates must have at least one year of permanent competitive or 55‑b/55‑c service as a Transportation Supervisor 1.
- This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the program employees may be filled via a non‑competitive appointment; at a future date the non‑competitive status is expected to convert to competitive status within one year of a permanent appointment.
- To qualify for appointment through the NY HELPS Program candidates must meet one of the following: (see bullet list below).
- Either 1:
Four years of experience in the management or supervision of fleet operations or daily dispatching of motor vehicles from a pool of at least 30 vehicles. - OR 2:
Seven years of experience overseeing the maintenance of motor vehicles and keeping records and reports of that maintenance from a pool of at least 30 vehicles. - Substitution: A high school diploma or equivalency diploma issued by an appropriate educational authority for two years of the experience described in #1, or four years of the experience described in #2.
- Must have, keep and maintain a valid NYS CDL Class B Driver’s License with Passenger and Air Brakes and be 19‑A certified as required by New York State DMV; must have a passenger endorsement without restrictions L, Z, N1 or N2 (non‑qualifying). Must have a motor vehicle record free from major violations or a pattern of repeat violations. Appointment will be contingent upon proof of identity and eligibility for employment and successful completion of pre‑employment testing for controlled substance use as mandated by the Federal Highway Administration Omnibus Transportation Act of 1991.
Employment cannot commence until notification of successful completion of this testing is received. Must comply with the Omnibus Transportation Employee Testing act (drug and alcohol testing).
- Experience supervising dispatch operations in a large transportation fleet, operating multiple shifts and/or a seven‑day per week schedule.
- Experience supervising Bus Drivers and/or Motor Vehicle Operators.
- Certified New York State 19‑A Examiner.
- Demonstrate experience with scheduling, dispatching, and fleet management systems.
- Experience developing, preparing and administering a bus driver bid program in accordance with department policy and collective bargaining agreement.
- Develop, prepare, maintain and administer the bus driver bid program and recommend and implement improvements to work procedures to enhance efficiency and service delivery.
- Oversee the daily assignment and utilization of a large fleet of on‑ground and over‑the‑road vehicles, including buses and trucks.
- Select, assign and supervise Motor Vehicle Operators, Bus Drivers, and other transportation staff; monitor time and attendance; approve leave; and prepare performance evaluations.
- Maintain required records of bus and vehicle operations, mileage, fuel usage, maintenance, inspections and insurance documentation; oversee arrangement of fuel deliveries.
- Perform the full range of supervisory responsibilities, including staff development, training coordination and disciplinary actions as required.
- Plan, schedule and revise daily, weekly and long‑term bus and truck runs to meet operational demands.
- Ensure compliance with all vehicle and driver safety regulations, including NYS DMV and 19‑A requirements.
- Receive, investigate and respond to complaints, incidents and reports of injuries; coordinate accident reporting and follow‑up in accordance with agency policy.
