Subcontract Management

Overview

Supply chain professional responsible for managing supplier cost, delivery, and technical performance on Blackhawk R&D Platforms which includes the Specialized Engineering, Analysis, Test, and Technical Services Contract (SEATTS), Support Services Contracts (SSC), and BH Modernization/Commercial Modification Campaign.

• Managing complex build-to-print, performance specification, and modified Commercial‑Off‑The‑Shelf (COTS) subcontracts.
• Developing subcontract specifications, statements of work, and terms and conditions for specialized materials, equipment, and services.
• Preparing bid packages, conducting bidder conferences, and establishing source selection criteria.
• Evaluating supplier proposals, performing cost and price analyses, and leading subcontract negotiations.
• Selecting or recommending suppliers and preparing subcontract award packages.
• Administering awarded subcontracts, including change management activities and performance monitoring.
• Exercising procurement authority and executing supplier agreements and purchase orders within delegated authority levels.
• Collaborating with cross‑functional stakeholders to ensure supplier performance aligns with program objectives for cost, quality, delivery, and technical requirements.

• Strong troubleshooting, risk assessment, and problem‑solving capabilities.
• Dedicated team player capable of managing multiple subcontracts simultaneously, such as complex build‑to‑print contracts for the next generation Blackhawk engine within the Blackhawk Modernization program.
• Knowledge of RMS‑SAC supplier capabilities for the procurement of unique systems, equipment, specialized materials, and services.
• Able to work within RMS‑SAC’s Quality System, supporting the Subcontract Program Manager and Blackhawk program in sourcing, subcontract negotiations, bid package generation, supplier initiation, proposal analysis, negotiation, award preparation, subcontract administration, change activities, expediting, and acting as liaison among subcontractors, USG customer, and RMS SAC functional leads (Program Manager, Finance, Legal, Contracts, Engineering, Operations, and Quality Assurance).

• Bachelor’s degree from an accredited college or equivalent experience.
• Microsoft Office Suite proficiency.
• Ability to work with all levels of management.
• Knowledge of SAP, Procure‑to‑Pay systems, or other ERP tools.

• Experience reviewing contracts and modifications and supporting build/master schedule, contract negotiations and proposal efforts, including RFIs.
• Experience managing complex, high‑dollar‑value procurements supporting Department of Defense (DoD), commercial, or international programs.
• Knowledge of FAR, DFARS, and government contracting requirements.
• Experience conducting cost analysis, price analysis, and negotiating favorable business terms and conditions.
• Experience supporting development, production, and sustainment programs.
• Demonstrated ability to develop sourcing strategies and execute supplier risk mitigation plans.
• Experience with Earned Value Management (EVM), program scheduling, or supplier performance metrics.
• Experience briefing senior leadership and making strategic recommendations on supplier‑related matters.
• Previous aerospace, defense, manufacturing, or government contracting experience.

Ability to Work Remotely: Part‑time Remote Telework:
The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five‑day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week
