Description
Supply Chain professional responsible for managing supplier cost, delivery, and technical performance on Blackhawk R&D Platforms including the Specialized Engineering, Analysis, Test, and Technical Services Contract (SEATTS), Support Services Contracts (SSC), and BH Modernization/Commercial Modification Campaign.
ResponsibilitiesYou will manage supplier costs, schedule, and technical performance for moderate-to-high‑risk subcontracts supporting a variety of programs and contract types. Lead multifunctional subcontract management teams and serve as the primary interface between Lockheed Martin and suppliers throughout the subcontract lifecycle.
Key responsibilities include:
- Managing complex build‑to‑print, performance specification, and modified COTS subcontracts.
- Developing subcontract specifications, statements of work, and terms and conditions for specialized materials, equipment, and services.
- Preparing bid packages, conducting bidder conferences, and establishing source selection criteria.
- Evaluating supplier proposals, performing cost and price analyses, and leading subcontract negotiations.
- Selecting or recommending suppliers and preparing subcontract award packages.
- Administering awarded subcontracts, including change management activities and performance monitoring.
- Exercising procurement authority and executing supplier agreements and purchase orders within delegated authority levels.
- Collaborating with cross‑functional stakeholders to ensure supplier performance aligns with program objectives for cost, quality, delivery, and technical requirements.
- Strong troubleshooting, risk assessment, and problem‑solving capabilities.
- Dedicated team player able to manage multiple subcontracts simultaneously.
- Knowledge of RMS‑SAC supplier capabilities for procurement of unique systems and equipment.
- Experience working within RMS‑SAC’s Quality System to support the Subcontract Program Manager and Blackhawk program in sourcing, subcontract negotiations, bid preparation, supplier initiation, proposal evaluation, and subcontract administration.
- Ability to engage as a liaison among subcontractors, the USG customer, and RMS‑SAC functional leads (Program Manager, Finance, Legal, Contracts, Engineering, Operations, and QA).
- Bachelor’s degree from an accredited college or equivalent experience.
- Proficiency with Microsoft Office Suite.
- Ability to work with all levels of management.
- Knowledge of FAR, DFARS, and government contracting requirements.
- Knowledge of SAP, Procure‑to‑Pay systems, or other ERP tools.
- Experience reviewing contracts and modifications and supporting build/master schedules, contract negotiations, and proposal efforts, including RFIs.
- Experience managing complex, high‑value procurements for DoD, commercial, or international programs.
- Experience conducting cost analysis, price analysis, and negotiating favorable business terms.
- Experience supporting development, production, and sustainment programs.
- Demonstrated ability to develop sourcing strategies and execute supplier risk mitigation plans.
- Experience with Earned Value Management, program scheduling, or supplier performance metrics.
- Experience briefing senior leadership and making strategic recommendations on supplier‑related matters.
- Previous aerospace, defense, manufacturing, or government contracting experience.

Work ArrangementsPart‑time remote telework; employee will work part of the schedule remotely and part at a designated Lockheed Martin facility.
Schedule:
4×10‑hour day, 3 days off per week. Shift: First.
