Summary

Rowan-Virtua School of Osteopathic Medicine is currently seeking a Lead Manager of the DMAHS Grant is responsible for the overall administrative, financial, operational, and contractual management of the DMAHS–Rowan Memorandum of Agreement (MOA). This position provides leadership in budget development and monitoring, contract administration, human resources coordination, procurement, regulatory compliance, and sponsor reporting. The incumbent serves as the primary liaison among the sponsor, Rowan University administrative offices, vendors, consultants, and project staff to ensure the successful execution and renewal of the MOA and all associated projects.

Duties And Responsibilities Financial Management
  • Develop, monitor, and manage project budgets, including expense tracking, financial forecasting, reconciliation, and reporting.
  • Prepare and revise detailed budgets based on sponsor funding adjustments.
  • Establish budgets and coordinate budget entry into budgeting systems prior to each annual renewal.
  • Review and confirm the accuracy of draft invoices prepared by the Office of Sponsored Programs.
  • Monitor expenditures to ensure compliance with sponsor requirements and University policies.
Contract and Grant Administration
  • Manage the annual Memorandum of Agreement (MOA) and associated Scope of Work documents, and Service Level Agreements between DMAHS and Rowan University.
  • Coordinate annual MOA revisions and renewals in collaboration with the sponsor and Rowan Legal.
  • Develop, negotiate, and manage consultant agreements from initial draft through fully executed contracts.
  • Ensure all contractual documents are completed and executed in accordance with University policies and sponsor requirements prior to renewal.
Procurement and Purchasing
  • Manage vendor contract requests and procurement activities.
  • Oversee purchase requisition and purchase order processes.
  • Coordinate with Rowan Purchasing on Requests for Proposals and procurement activities, including services not covered under relevant contracts.
  • Ensure procurement activities comply with University policies and applicable regulations.
  • Ensure services are available via contracting and purchasing requests.
Human Resources and Personnel Management
  • Recruit, hire, onboard, and support employees and consultants.
  • Supervise staff located both on-site and at remote locations.
  • Conduct performance evaluations and coordinate personnel actions, including market adjustments and other HR-related processes.
  • Monitor employee effort reporting to ensure work assignments align with sponsor expectations and project funding.
  • Verify consultant effort and vendor invoices for accuracy and compliance.
Reporting and Sponsor Relations
  • Prepare and submit quarterly reports summarizing project activities, accomplishments, staffing, and vendor performance.
  • Serve as the primary administrative liaison with the project sponsor.
  • Collaborate with internal and external stakeholders to ensure project objectives, timelines, and deliverables are met.
  • Ensure that reporting meeting University and vendor requirements.
Required Qualifications
  • Bachelor’s degree in Business Administration, Finance, Public Administration, Healthcare Administration, or a related field, with ten (10) years grant administration experience required. An equivalent combination of education and progressively responsible experience may be considered.
