Leadership and Program Management
Provides leadership and direction to ensure appropriate coordination, strategic planning, budget and performance integration, and accomplishment reporting. Coordinates activities with other branches/divisions, regions, field offices, sister bureaus, external agencies, and private partners for the benefit of the program or project to enhance information exchange and provide technical assistance. Maintains diversified service intra/inter departmental contacts to keep abreast of and utilize efficient techniques and methods to carry out the functional aspects of the area of responsibility.
Leads or participates in the development, formulation, and allocation of budgets for the assigned program(s) or project. Works closely with the service's budget offices and senior management during budget formulation activities for the assigned program or project areas. Serves as a subject matter expert when developing budget justifications and responding to congressional requests for information. Through subordinate staff, assures within the assigned programs the proper use and tracking of fiscal and organizational resources.
Maintains oversight and control over personnel management activities to attain organizational objectives.
Represents the service as senior program manager, obtains cooperation from and maintains liaison with parties and agencies interested in decisions of the service, such as trade associations, conservation groups, industries, civic groups, officials and scientists from other federal government organizations, state officials, county officials, and news media representatives. Provides coordination with the states, other federal organizations, congressional contacts, and others. Leads program outreach efforts.
Performs a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements. Promotes and demonstrates a strong commitment to workforce diversity. Identifies program training/mandatory needs and expectations. Supervises the subordinate staff work on programmatic issues. Evaluates subordinate staff and teams on issue management.

Basic RequirementI possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
