About the Position

The IT Specialist (Policy and Planning), GS-2210-13
, serves as a Cyberspace Operations Planner in the Cyberspace Operations Division (CyOD / J311) in the J3 Operations Directorate, Headquarters United States European Command. Eligible candidates must be US Citizens.

To qualify, applicants must meet the experience requirements outlined below. Experience includes paid, unpaid, volunteer and other relevant work. Credit is given for all qualifying experience, and transcripts may be required for certain educational qualifications.

One year of specialized experience that includes:

• Assisting in managing cyberspace operations in support of established operations and plans;
• Conducting Cyberspace Operations research to assist in providing solutions and recommendations;
• Demonstrating each of the four competencies below.

• Customer Service: Resolve routine and non‑routine problems, questions, or complaints; develop and maintain strong, mutually supportive working relationships with customers; conduct evaluation of support to determine quality of services and customer satisfaction; recommend procedural changes based on customer need or changes in policy and/or regulation.
• Oral: Convincingly convey complex information to customers; present thoughts that are well‑organized and demonstrate confidence; adjust style when working with individuals at different levels of understanding; use various methods to explain and convey information.
• Problem Solving: Solve complex or sensitive problems by developing and proposing strategic alternatives; identify possible conflicts and shared benefits; help team anticipate problems and evaluate potential sources of information; provide feedback and coaching to others to help solve problems; engage appropriate stakeholders when developing solutions to understand and incorporate multiple perspectives and needs; evaluate effectiveness of decisions and adjust future decisions as appropriate.

• 3 years of experience in cyberspace operations.

• Technical certifications such as Cisco Certified Internetworking Professional (CCIE), Certified Information Systems Security Professional (CISSP), Security+, and Certified Ethical Hacker (CEH).
• Completion of Joint Cyber Operations Planners Course or Service Cyber Planners Course, Joint Network Attack Course (JNAC), Joint Cyber Analysis Course (JCAC), or Joint Advanced Cyber Warfare Course (JACWC).

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
