Position: Program Chief Engineer (ONSITE)

Program Chief Engineer (PCE)

Location:

MARLBOROUGH, MA (US‑MA‑MARLBOROUGH‑MA1), approximately 1001 Boston Post Rd, BLDG
1. Position type:
Onsite.

Responsibilities
  • Ensure overall Engineering execution within the program, including decision authority over Engineering activities.
  • Conduct Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs).
  • Support Program Management Reviews (PMRs) for all Engineering matters.
  • Manage overall budget and schedule for Engineering tasks, working with discipline organizations to monitor program execution and keep schedule and cost on target.
  • Develop executable Estimates at Completion (EAC) for the program in collaboration with Engineering Cost Account Managers (CAMs).
  • Ensure accurate and up‑to‑date staffing forecasts and appropriate staffing assignment.
  • Provide oversight and review of all program metrics for engineering.
  • Oversee and manage engineering risks and opportunities across the program, leveraging enterprise resources to mitigate key risks and capture opportunities.
  • Ensure effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes.
  • Identify and exploit synergies across programs and the enterprise.
  • Provide accurate and timely status reports to Program and Engineering organizations.
Qualifications
  • 10 years of relevant experience as a Technical Program Manager, Program Engineer, Project Engineer, or Integrated Product Team (IPT) Lead.
  • Working knowledge of multiple engineering disciplines with a strong focus on communications systems development.
  • Knowledge of Earned Value Management System (EVMS).
  • Experience in all phases of a development program lifecycle.
  • Experience in risk and opportunity management.
  • Demonstrated ability to interact effectively with multidisciplinary teams including systems, electrical, mechanical, software, and logistics engineers.
  • Active and transferable SECRET security clearance required before start date.
  • U.S. citizenship required.
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of relevant experience, or an advanced degree with a minimum of 7 years of experience.
Preferred Qualifications
  • Experience with Agile and/or Dev Sec Ops  development methodologies.
  • Experience with Type‑1 Crypto Certification.
  • Experience developing satellite communications systems.
  • Knowledge of Raytheon products, technologies, and processes.
  • Strong understanding of electronics manufacturing and/or managing electronics fabrication/suppliers.
  • Experience with Navy and Air Force platforms, requirements, and objectives.
