Under general supervision, performs technical work inspecting local construction projects to ensure compliance with City planning and development policy. Work includes inspecting construction projects by both the City and private developers to ensure materials, methods, sizing, and location in project development meet City specifications. Also responsible for preparing various reports on construction projects. Employee must exercise initiative and independent judgment in performing inspections and maintain tact, courtesy and firmness in frequent contact with property owners, contractors and the public.
Reports to the Construction and Field Services Manager.
- Provides project inspection for development and capital improvements projects as well as oversees construction and maintenance projects in the City.
- Inspects construction projects and enforces City ordinances as well as local, state and federal construction standards governing construction of new roadway and associated infrastructure, sanitary sewer and water main construction, alterations, and repairs.
- Examines construction methods and materials and construction project location; ensuring compliance with City planning and development policy; reviews project plans, revisions, and corresponding documents.
- Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes, building plans, etc.; examines and investigates methods and practices employed in local construction projects, recommending changes when necessary.
- Measures installed quantities of construction; calculates percent completion; adjusts construction drawings to reflect actual work; diagnoses and solves engineering problems and reviews construction contracts and oversee test.
- Monitors and provides some construction materials testing to ensure adherence with applicable standards, specifications, codes and laws.
- Reviews pay application, contract quantities, monthly estimates and change order requests for Capital/City projects.
- Performs City Right-of-Way improvement inspections, Traffic/Work Zone Safety Inspections, Erosion and Sediment control inspections, Stormwater inspections and Single Family lot grading inspections.
- Monitors use of safety equipment by construction crews.
- Conducts final inspections on City and State right-of-way improvements for acceptance and maintenance of roadways.
- Ensures that all road and site work meets local, state, and federal standards and regulations and complies with City ordinances.
- Informs emergency services of roadway operations so they can route first responders around obstructions.
- Prepares and maintains various records and reports pertaining to status of ongoing construction projects; schedules appointments; conducts final project inspection and recommends acceptance of work.
- Conducts required testing of systems during construction.
- Attends construction meetings with contractors, engineers, and inspectors.
- May assist in Stormwater program plan development, implementation, and reporting; conducts and coordinates post-construction Stormwater management inspections; reviews construction site Stormwater runoff control; and assists in the coordination and reporting of illicit discharges.
- Performs other related duties as required.
High School, GED, or equivalent, with 5 years progressive experience in relevant fields; or an Associate's degree in Construction/Building Trades, Civil Engineering or closely related field and 4 years of journey-level experience; or a Bachelor's degree in a related field and 2 years of journey-level experience. Valid driver’s license required.
Must possess or obtain within 12 months of hire:

- Stormwater Inspector Certification
- Intermediate Work Zone Safety Certification
- VDOT Asphalt Certification
- VDOT/ACI Concrete Certification
- VDOT Soils and Aggregates Certification
- Troxler Nuclear Gauge Safety Certification
- Haz Mat Certification
- Attendance at Regional Construction Standards review class
Light to medium work involving walking or standing virtually all of the time and regularly exerting 20–50 pounds of force. Requires coordination of hands and eyes, operation of motor vehicles, talking, hearing, and exposure to electrical shock and heights such as scaffolding.
