Position: 02939 - Construction Manager

Job Description

Manage highway construction and inspection activities on all phases of projects to ensure quality in accordance with plans and specifications and provide a quality transportation system for the traveling public.

How You Will Contribute
  • Compliance and Recordkeeping:
    Review daily records for compliance with VDOT policies, certify project records, and ensure alignment with OSHA, VOSH, MUTCD, Environmental, and Work Zone Protection Manual regulations.
  • Licensure and Certification:
    Ensure required certifications are obtained by staff and develop remedial action plans for program compliance.
  • Resource Management and Coordination:
    Provide on‑site technical training, schedule inspections, advocate for staff needs, and participate in hiring processes.
  • Schedule and Budget:
    Prepare CEI budget and staffing plans, complete status reports, coordinate meetings, review construction documents, manage NOI issues, submit claims, and ensure compliance with RW‑24 reports.

  • Management, supervisory and administrative skills.
  • Knowledge of preliminary engineering practices and contract development processes.
  • Strategic, operational and financial management expertise.
  • Proven ability to manage construction activities on a wide variety of roadway, structure and bridge projects.
  • Advanced knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements and DBE, EO and CR guidelines.
  • Proficiency with computers and project management software.
Minimum Qualifications
  • Effective verbal and written communication skills with contractors, political entities and the public.
  • Extensive knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.
  • In-depth knowledge of federal, state and local transportation rules, regulations and policies.
  • Understanding of preliminary engineering practices and contract development and management processes.
  • Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements and DBE, EO and CR guidelines.
  • Strategic, managerial, operational, human resource, supervisory, administrative and financial management proficiency.
  • Capability to obtain required certifications within 12 months of employment.
  • Proven construction management experience across roadway, structure, and bridge projects.
  • Safety shoes required.
  • Proficiency with AASHTOWare Project (AWP) or similar project management software.
  • Valid driver's license.
Additional Considerations
  • Training, experience or education in Civil Engineering, Construction Management or a related field.
  • American Concrete Institute (ACI) Concrete Field Level I (CCWA) or WACEL Concrete I Certification.
  • Asphalt Field Level I and II certifications.
  • CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course.
  • DEQ Inspector for Erosion Sediment Control (ESC IN) and Storm Water Management (SWM IN).
  • Experience supervising and training inspection staff.
  • Experience with VDOT contract specifications.
  • Guard Rail Installer Training (GRIT) and Pavement Marking.
  • Current certifications, fall protection and confined space training.
  • Professional Engineer's license or Certified Construction Manager (CCM) certification.
  • Radiation Safety USDOT HAZMAT Certification (Nuclear Gauge).
  • Soils & Aggregate Compaction.
