WhoYou Are
This position supports Air Force Civil Engineering Directorate (A4C) providing Installation Energy Program Management (IEPM) support. This entails working close with Air Force senior leaders on developing and maintaining the Civil Engineer enterprise-level policy and program guidance.
What You'll Do- Coordinate, consolidate, develop and maintain IEPM governance and programs (e.g. DoDIs, DAFIs, policies, DAFPDs, DAFPM, handbook, procedures, DoD and DAF Strategic Sustainability Performance Plans, Enterprise Energy Information Management, etc.), strategic and installation level energy plans, action plans, task and inquiry responses (Congressional and AFIMSC) and issue resolution action plans.
- Research and provide comparisons and analysis on energy topics and priority programs (e.g. Energy as a Service, energy assurance, and resiliency) and make recommendations on DAF implementation strategies.
- Develop and maintain CE enterprise-level policy and program guidance for successfully incorporating AF Industrial Controls Systems (ICS) and Energy Assurance initiatives into the DAF metering program while complying with Federal mandates, DoD and DAF requirements.
- Analyze and assess direct and third-party funding requirement to achieve facility energy strategy and objectives and make recommendations for adjustments.
- Manage all aspects of AF/A4C Congressional task response to include collaborating with external offices and strategic partners. This includes reviewing, filtering, assigning, integrating/consolidating, coordinating, tracking and packaging Congressional tasks.
- Provide policy, strategy and oversight support for the IEPM and its sub-programs (e.g., Critical Asset Risk Management (CARM), Installation Operational Program, Energy Savings Performance Contracts (ESPC), Utility Energy Service Performance Contracts (UESC), facility metering and Advanced Meter Reading Systems (AMRS), Carbon-Pollution Free Energy (CFE) solutions and Power Purchase Agreement (PPA) programs, Energy Resilience and Conservation Investment Program (ERCIP), etc.) by developing, coordinating, staffing and tracking monthly and annual reports, program management reviews and developing strategy guidance.
- Execute the Air Force Energy Readiness and Resiliency Exercise (ERRE) Program, by establishing policy, program goals, exercise criteria, and reporting requirements; plan, program, and budget for necessary funding to support the program; and complete trend analysis of exercise results and provide recommendations to the DAF Installation Energy Governance Structure for changes in strategy, policy, and guidance to increase installation energy readiness and resiliency.
- Provide oversight and high-level program management for DAF energy and water programs including facility and industrial process energy, utility metering, utilities privatizations, energy infrastructure, energy planning and water use management. Assess program progress and compliance IAW laws, regulations, mandates, policies, and strategic initiatives while identifying program gaps and making programmatic and policy change recommendations ensuring industry standards and best practices are integrated.
You'll Bring
- Bachelor's degree and a minimum of 5 years' experience in facility energy and water use management with a focus on ESPC, UESC, utility service, renewable and progress energy program management, energy and water use planning and energy resilience planning and programming.
- Prior Air Force Civil Engineer experience.
- Secret clearance.
Expected Salary: $90,000 - $100,000

The position will be hybrid with 3-4 days a week onsite at the Pentagon, Washington, DC.
