Mills Marine and Ship Repair, LLC is currently seeking an individual to support the Command, Control, Communications, Computers, and Intelligence (C4I) Shore Site Project Manager
“Naval Information Warfare Systems Command (NAVWAR) recently established a Command, Control, and Communications (C3) Shore Program Management (SPM) Office focused on providing sustainment, life cycle support and modernization to ensure site readiness for C3 shore commands Navy wide. The office is a new department within the NAVWAR Fleet and Logistics Support Directorate. C3 shore commands are onshore installations and facilities, serving as hubs for Navy C3 systems that provide global connectivity for the fleet.
C3 systems are fundamental to all military operations, delivering the critical information necessary to plan, coordinate, and control forces and operations across the full range of the Department of Defense missions. The primary task is to develop and maintain approximately 31 class maintenance plans representing the configuration of each C3 Shore platform.”
As a Subject Matter Expert (Cost/Budget Analyst), you will be responsible for developing and providing Shore Sheets (similar to ship sheets) from scratch, which is a key function area for our project deliverables. In addition, you will provide cost estimates and return cost analysis for the Technical Foundation Papers, Class Maintenance Plan, and CMP Task Fielding Plans.
Clearance Requirement:
Must be a US citizen with a DOD Secret security clearance.
Essential Functions and Responsibilities:
- Develop and maintain Shore Sheets in support of annual POM requirements.
- Provide financial analysis of TYCOM data annually and the end of FRP for each C3 Shore Site in support of Shore Sheet and TFP updates.
- Coordinate with the C3 Lifecycle Managers for Shore Sheet development.
- Brief Shore Sheets throughout the PPBE process.
- Provide cost data in support of the development and/or updates to Class Maintenance Plan tasks.
- Provide cost data in support of Fielding Plans to the SHOREMEPP Lifecycle teams.
- Coordinate with the SHOREMEPP Assessment Coordinator and Shore Naval Supervisory Authority (NSA) Regional Project Managers (RPM) to maintain up-to-date cost estimates for various Shore Site locations and CMP requirements.
- Perform trend, budget, and resource capacity analyses including providing recommendations on developing implementation plans.
- Provide coordination support with the Planning Yards, Technical Agents, Type Commander representatives, and any additional stakeholders required to support the shore lifecycle support functions.
Required Education, Skills, and Experience:
- Bachelor’s degree in engineering, physical sciences, mathematics, or management Information Systems.
- Knowledgeable of Federal Acquisition Regulation and Department of Defense for procurement policies and procedures.
- Eight (8) years of direct work experience with C4I requirements.
- Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of "Relevant C4I Technical Field".
- Familiar with Model Based Product Support,
- Familiar with Navy Data Environment.
- Familiar with Navy Maintenance Database.
- Familiar with Joint Fleet Maintenance Manual, COMUSFLTFORCOMINST 4790.3.
- General knowledge of mechanical components (command, control and communications systems) disassembly, inspection, repair, restoration.
- Proficient with Microsoft Office products, including Word, Excel, and PowerPoint.
- Must demonstrate excellent communication and interpersonal skills.
- Strong organizational skills.
- Knowledge of US Navy maintenance methodology.
- Understanding of reliability principles.
- Work for or supported the following organizations would be a plus:
- Surface Maintenance Engineering Planning Program
- Submarine Maintenance Engineering Planning and Procurement
- Carrier Planning Activity
