Description for Candidates

Conduct complex analyses and provide support to assigned operational program area. To lead, direct, and coordinate the identification, prioritization, planning, programming, and project development oversight for district operations related transportation projects. Provide resource management oversight regarding workload, manpower, and contract and consultant requirements for defined operations, and operations‑maintenance programs. Develop and manage appropriate project performance metrics in consultation with district operations anchors.

Serve as a liaison to District Planning and Investment Manager and Operations Division ITS Project Development.

How you will contribute
  • Project Development Coordination:
    Oversee the project development process for operations projects. Manage the overall project plan including maintaining of the schedule of projects meeting major milestones. Ensure all operations contracts properly use special provisions and standards.
  • Project Planning:
    Develop operations improvement projects and contract requirements. Coordinate investment decisions and candidate project pool.
  • Project Programming:
    Oversee the planning and programming of operations improvement projects to ensure completion and return on investment. Coordinate project development between Operations Division staff and District Operations staff.

  • Knowledge of quality control, maintenance of construction schedules, safety, subcontractor responsibility, and client relations.
  • Knowledge of the programming development and management process including pertinent scheduling and cost estimating systems.
  • Knowledge of transportation and system engineering, project management, resource and workload management, ITS, construction management, and strategic planning techniques.
  • Skill and ability to positively interact with employees, citizens and government officials, orally and in writing.
  • Skill in leadership, management, negotiations, project management software, and spreadsheet analysis.
  • Skill in providing advice and guidance to senior field management as well as executive management in the organization.
  • Skill in the use of computers, software applications and/or web-based applications.
Minimum Qualifications

  • Experience with ITS architecture, telecommunications, infrastructure design, GIS and information technology concepts that apply to ITS.
  • Skill in leadership, management, negotiations, project management software, and spreadsheet analysis.
  • Skill in providing advice and guidance to senior field management as well as executive management in the organization.
  • Skill in the use of computers and web based applications.
Additional Considerations
  • A combination of training, experience, or education in Transportation Engineering, Civil Engineering, Systems Engineering, Transportation Planning or related field desired.
  • Experience dealing with local government, elected officials, citizens and engineering consultants.
  • Professional Engineer license or PMP.
  • Project management, traffic engineering and transportation planning experience.
