Environmental Construction Specialist

We are currently seeking an energetic professional who enjoys working outdoors and values independence. This field position involves environmental compliance on electric utility construction projects including land clearing and linear construction. You will provide expert oversight to ensure compliance with environmental and safety regulations while working on electric transmission projects for Duke Energy.

Regulatory Compliance
  • Provide environmental compliance oversight on transmission site development and linear transmission line construction projects for Duke Energy
  • Oversight and inspections for Transmission Capital Projects and the NPDES and Storm Water Pollution Prevention Plan (SWPPP)
  • Ensure compliance with wetland access, protected species, wood and debris disposal, site control, and soil disturbance laws and regulations
  • Ensure all field operations comply with permits (road use permits, N.R.P.A. permits, Corp of Engineers permits, etc.)
  • Document pre‑ and post‑work field conditions to confirm compliance and identify any mitigation or restoration requirements
Field Operations
  • Perform required erosion and sediment, stormwater management, and pollution prevention inspections for applicable construction projects
  • Interpret complex plans and drawings
  • Perform duties that promote and maintain good public relations
Crew Oversight
  • Attend pre‑construction, constructability, and status meetings as directed
  • Manage and oversee site development crews and BMP contractors to ensure all measures are installed per the approved plan
  • Verify wetlands and sensitive areas are identified and crews are aware prior to entry
Stakeholder & Public Relations
  • Monitor and report to project management on the status of construction units, estimates, and actuals billed to date
  • Communicate daily with the utility client, contractors, landowners, and the public
Subject Matter Expert Consulting
  • Assist in developing recommendations on future Right‑of‑Way maintenance requirements
Additional Responsibilities
  • Drive a company vehicle safely to work locations
  • Assume other duties and responsibilities as assigned
What You Need To Have
  • Associate or bachelor’s degree in environmental science, construction management, building science, or a related field
  • 1–5 years of site development work and permitting utility construction experience
  • Solid understanding of the NPDES Construction General Permit (CGP) and SWPPP implementation and inspections for Florida, North Carolina, and/or Indiana
  • Completed certified inspection programs such as FSESCI (Florida), CESSWI or CEPSCI (North Carolina, South Carolina), or equivalent
  • Desire to work outdoors in various weather conditions and terrain
  • Strong public relations skills
  • Willingness to work alone
  • Basic computer skills
  • Valid driver’s license
What Would Be Amazing To Have
  • Background in electric transmission construction, pipeline, or utility field
  • Deep knowledge of SWPPP book and CESSWI
  • Previous construction crew oversight experience
  • GIS experience
  • Strong knowledge of ANSI Z133 safety standards
  • Military background is a plus
  • Bi‑lingual speaking (English and Spanish) is a plus
Working Environment

Work with a team and alone; primarily in an outdoor field environment and/or low light conditions. Foot patrol of energy corridors in the vicinity of power lines and/or pipelines, remote locations as well as urban city environments. Physical demands include walking/hiking on various surfaces—flat, dry, wet, slippery, rocky, sandy, uneven, rough, unstable, steep terrain, hills and slopes, dense vegetation.
