Qualifications and Competenciesapplying project and performance management methods and principals, along with policy and planning concepts and practices sufficient to plan and lead network operation and network C2 projects and capabilities from the requirements stage to implementation across the ITSM lifecycle.
utilizing written and oral communications techniques sufficient to prepare and present complex findings and recommendations to upper management, carrying out specific actions regarding controversial issues and/or implementing new ideas and concepts.
ability to establish and maintain effective relationships with team leaders, supervisors, managers, and co‑workers on complex or controversial issues.
expert knowledge of NGEN readiness and transition planning for NMCI/ONE‑Net transition project planning. In‑depth knowledge of the NGEN Operating Model, its service development lifecycle, associated functions, and ITSM process components.
In addition to the competencies above, to qualify for the GS‑13, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized Experience- Experience applying expert knowledge of IT systems, principles, concepts, methods, standards, and practices sufficient to ensure enterprise network integration planning aligns to overall NNE service strategies and capability roadmaps.
- Experience demonstrating expert knowledge of NGEN readiness and transition planning for NMCI/ONE‑Net transition project planning.
- Experience displaying knowledge of the ITSMO Navy Process Reference Model and its application sufficient to support management and oversight of Enterprise Service Operations across CONUS and OCONUS networks.
- Experience establishing and maintaining effective relationships with team leaders, supervisors, managers, and co‑workers on complex or controversial issues.
