Position: Deputy Treasurer for Accounting

Overview

Under general supervision, performs professional level fiscal control and accounting work in the City Treasurer's Office. Work involves ensuring the integrity and accounting of all activities related to the receipt, deposit, investment, reconciliation, and disbursement of funds. Reports the results of these efforts to the Treasurer. Employee is also responsible for gathering and analyzing data and preparing various fiscal reports. Employee must exercise independent judgment and initiative.

Reports to the Chief Deputy Treasurer for Accounting.

Responsibilities
  • Maintains fiscal data, records and reports pertaining to all city collections. Reconciles various departmental reports. Ensures proper and accurate recording of all collection transactions.
  • Ensures timely deposit, posting and reporting of State and Estimated Income tax to the State. Maintains state income and estimated income tax records within state regulation.
  • Maintains state income and estimated income tax records within state regulations.
  • Assists in enforcement of delinquent collections through creation of database queries.
  • Answers questions and perform research activities for treasurer's staff, finance staff and other departments.
  • Assists with the monitoring and enforcing of the office's record retention program within state regulations.
  • Assists in the processing of animal rabies certificates from area veterinarians per Virginia State Code.
  • Prepares and distribute various reports, schedules, account analysis, etc. to Treasurer and other officials as requested.
  • Prepares checks and transfers money between bank accounts.
  • Assists with and prepare year-end audit schedules.
  • Audits treasurer's state income and estimated tax accounts to commissioner's files.
  • Performs other related duties as required.
Qualifications

Associate's Degree in Accounting and/or 2 to 3 years of experience in accounting work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Requires a valid driver's license.

  • Knowledge of the principles and practices of general governmental and municipal accounting.
  • Knowledge of the modern accounting and office procedures and equipment.
  • Knowledge of federal and State laws as they pertain to estimating tax and tax deposits.
  • General knowledge of banking practices and procedures.
  • Ability to collect information from a variety of sources and compile concise records from them.
  • Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability of speaking and/or signaling people to convey or exchange information. Includes receiving instructions, assignments and/or directions from supervisors.
  • Ability to read billing statements, account records, balance sheets, reports, etc. Requires the ability to prepare correspondence, reports, forms, etc., using proper format.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to understand government accounting terminology.
  • Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.
  • Ability to inspect items for proper length, width and shape.
  • Ability to differentiate between colors and shades of color.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
  • Ability to use common office machines, including computer-driven word processing, spreadsheet and file maintenance programs.
  • Ability to compile data from a variety of sources and prepare clear reports from them
  • Ability to compute figures rapidly and accurately.
  • Ability to type accurately at a moderate rate of speed.
  • Ability to communicate effectively in oral and written form.
  • Ability to exercise considerable tact, courtesy, and firmness in frequent contact with the general public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
