Job Description

Tidewater Community College has served South Hampton Roads for 50 years, growing from a single campus to a regional educational and economic force. It is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024‑25. Founded in 1968 as part of the Virginia Community College System, TCC serves South Hampton Roads with four campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, seven regional centers and two cultural institutions.

In 2024‑25 the college graduated 3,399 students, 40 % of whom pursued degrees that enabled transfer to 4‑year institutions. The part‑time Workforce Budget Analyst will provide fiscal support to Workforce Solutions and report directly to the Workforce Operations Manager.

Functional Responsibilities
  • Provide monthly analysis of fiscal year actuals by department and account, including expenses per category, revenue and balances for periods 1–10 and bimonthly for periods 11–12, with more frequent reporting as needed.
  • Monitor budgets, track expenditures and revenue per department monthly, and enter spreadsheet entries for tracking.
  • Prepare and compile accurate financial statistical data, including revenue streams per program and department.
  • Run and review budget reports to analyze expense trends and assist in spend forecasting.
  • Create, manage, mail, and track student debt letters; communicate with the Norfolk Business Office for invoice requests biweekly/monthly and provide immediate notification to cancel debt when necessary.
  • Complete, manage, and track Pay‑14s for Workforce instructors.
  • Assist Workforce staff with travel preapprovals and expense reports by sharing processes, procedures, and policies; troubleshoot and help staff with issues as needed.
  • Review, approve, track, and report Workforce funding (internal and external) allocated for student tuition as needed.
  • Ensure accuracy with high attention to detail in financial documents, budgets, and reports.
  • Manage multiple competing priorities, deadlines, and documentation efficiently.
  • Apply state and organizational policies accurately.
  • Communicate, problem‑solve, and coordinate with college staff professionally.
  • Prioritize tasks to meet deadlines.
Special Assignments

May be required to perform other duties as assigned and may be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

Required Qualifications
  • Demonstrated knowledge of generally accepted accounting principles and fund accounting, including budget and financial management practices and techniques.
  • Working knowledge of the principles and practices of budget formulation, evaluation, and execution.
  • Ability to communicate effectively, both orally and in writing, and apply appropriate customer service techniques with sound judgment to resolve client-related issues.
  • Ability to organize, key, edit, and accurately proof documents to maintain accurate records.
  • Ability to work independently and as part of a team to achieve department goals.
  • Ability to multitask and meet multiple deadlines simultaneously.
  • Highly organized and detail-oriented.
  • Strong critical thinking and problem-solving skills.
  • Adaptable to changing priorities and needs of the division.
Additional Considerations
  • Advanced skill level using email, word processing, spreadsheet, database, and presentation software (Microsoft Office Suite).
  • Ability to run queries in an automated accounting system (People Soft).
