Overview

Under limited supervision, performs complex fiscal control, accounting, and financial reporting work for the City Finance Department. The role may involve supervising and coordinating departmental staff. The incumbent assists in reviewing and analyzing debt programs, planning and coordinating all debt financing, administering related activities, and advising professional staff on debt issues. Independent compliance with all debt requirements, payments, and reporting activities is provided, and departmental debt policies, procedures, and internal controls are developed and maintained.

The job also requires planning, developing, implementing, and maintaining policies and procedures to ensure financial reporting and compliance meet City standards and adhere to federal and state regulations for annual financial and debt compliance reporting and auditing. The employee provides oversight for bond‑funded financial activity, including budgeted bond funding, debt service, bond expenditures, and draws of bond funds from SNAP accounts, and manages, records, and reports SNAP Bond account activity.

Additional responsibilities include preparing the financial statements, supporting the annual year‑end audit, and performing related tasks such as assisting department directors, preparing reports, processing accounting transactions, and handling special projects, reconciliations, and audits. The position reports to the Assistant Director of Finance.

Essential Job Functions
  • Directs, assigns, supervises, and performs financial reporting and debt management and compliance functions; advises and resolves employee problems in non‑routine situations and reviews and approves work and reports prepared by staff to ensure compliance with City standards and federal and state regulations.
  • Tracks and monitors various expenditures, projects, and related funding.
  • Analyzes data and accounts, prepares year‑end entries and schedules for audit, and coordinates schedules prepared by staff.
  • Researches, analyzes, and prepares information schedules for special reports and projects for the Financial Services Comptroller, Director of Finance, and other departmental directors.
  • Assists and serves on various committees, in‑house or regionally, as directed.
  • Assists in developing, implementing, and maintaining departmental policies and procedures to document internal controls and accountability.
  • Recognizes, implements, and monitors necessary internal controls within other departments.
  • Provides training and orientation to subordinates and advises and assists them as necessary.
  • Participates in overall department management.
  • Composes and prepares agenda items for consideration by City Council when appropriate.
  • Performs other related duties as required.
Required Qualifications
  • Bachelor’s degree in accounting, business administration, or a related field; public accountant certification preferred.
  • Four to five years of experience in long‑range financial reporting and compliance projects, general accounting, and preferably governmental accounting.
Additional Qualifications and Competencies
  • Knowledge of federal, state, and local laws and policies concerning municipal fiscal operations, governmental financial reporting, and debt issuance and compliance.
  • Knowledge of general governmental and municipal accounting principles.
  • Knowledge of supervision, organization, and administration principles.
  • Knowledge of modern accounting and office procedures, including electronic data processing for fiscal data maintenance and analysis.
  • Knowledge of current literature, trends, and developments in governmental accounting and public finance administration.
  • Ability to compare and judge data, people, or things against standards.
  • Ability to provide clear instructions, directions, and aid to coworkers and superiors.
  • Ability to read and prepare financial reports, schedules, billing invoices, trial balances, and other accounting reports in prescribed format.
  • Ability to apply logical or scientific thinking to problem definition, data collection, fact establishment, and conclusion drawing.
