Position: PROGRAM ANALYST with Security Clearance
Duties
* You will serve as the coordination node for POM issues throughout the entire command's TYCOM Enterprise.
* You will be responsible for command's POM/Program Requirements process to include developing adequate justification for requirements that are candidates for resourcing, conducting the necessary research and analysis on specific programs of interest.
* You will coordinate the command's PPBE processes to ensure C5I war fighting requirements are processed through the appropriate chain of command and presented in the appropriate venue for CNO resourcing.
* You will review Program Budget Decisions (PBDs) and Resource Management Decisions (RMDs) during the OSD/OMB Budget Review and coordinate the review of relevant PBDs/RMDs with the command's staff.
* You will evaluate the possible impact on Navy force readiness posed by PBD/RMD funding strategies.
* You will monitor transactions that impact Navy C5I accounts.
* You will build and maintain data files and statistics associated with funding line adjustments, perform comparative analysis, cost/benefit assessments, and posture statements to support program risk/impact and for historical record of funding trails.

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* MSP/PPP applicants must currently hold the required security clearance.
* Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* You will be required to obtain and maintain a U.S. Passport.
* This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications To qualify for the GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
* Experience managing and developing command Planning, Programming, Budgeting and Execution (PPBE) efforts to support the Naval Capability Development Process.
* Experience displaying expert level knowledge of Chief of Naval Operations, United States Fleet Forces Command, and Department of War (DoW) PPBE processes and timelines.
* Experience demonstrating attention to detail with credible, verifiable background in analysis and reporting.
* Experience applying mastery of advanced quantitative and qualitative analytical and evaluation methods and techniques to perform assessments of annual DoW PPBE.
