Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance

* You will perform or advise on work in any of the phases or systems of budget administration.
* You will perform in functions such as the formulation of budget and estimates to support plans, programs, and activities.
* You will present and defend budget estimates before authorities, review and evaluate budget requests, and control/report obligations and expenditures.
* You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
* You will implement legal and regulatory controls over approved budgets while also providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Requirements Help Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to obtain and maintain a U.S. Passport.
* This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
* This is a Financial Management Level 2 Certified position IAW per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Qualifications GS-13:
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-13 your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience advising management of potentially controversial findings, issues, or problems with widespread impact.
* Experience overseeing complex research, analysis, and interpretation of a variety of financial/supply databases to manage funds for an organization.
* Experience interpreting, managing, analyzing, and providing recommendations concerning End Strength and Full Time Equivalents (FTE) allocations.
* Experience monitoring civilian labor costs for the purpose of comparing plans to actual and identifying and correcting discrepancies.
* Experience providing advice and guidance to Department managers, and project/program managers on the proper use of funding based on applicable laws, regulations, and policies. Additional qualification information can be found from the following Office of Personnel Management web site:…
