Do you enjoy working with the public? The Western Tidewater Health District is seeking a highly motivated Wage District IT Analyst to serve as the point of contact with the Office of Information Management (OIM) and VITA/NG, and to provide applications and technical support that are out-of-scope and not provided by OIM and VITA/NG. The district services the City of Suffolk, City of Franklin, Isle of Wight County, and Southampton County.

It is part of the Virginia Department of Health (VDH), which is dedicated to protecting and promoting the health of Virginians. VDH is made up of a statewide Central Office in Richmond and 33 local health districts. The District IT Analyst is based in Suffolk but will support the entire Health District.

This position provides data analytics, reporting, GISX coding and mapping as well as development of internal databases and spreadsheets using tools such as Excel, Access, etc. The District IT Analyst is responsible for conducting inventory of technology equipment and supports equipment deemed out of the scope of VITA/NG to include audio, visual, telecommunications and stand-alone printers. The position is also responsible for seamless addition and removal of employees within the system as needed, and providing backup support for the district website.

The candidate will provide user training as the “subject matter” expert related to agency wide applications and act as the district security officer, supporting staff and operations at the local health departments. The candidate will be responsible for monitoring and maintenance of computers, AV equipment, printers, copiers, laptops, and tablets. Additionally, responsibilities include facilitating the distribution of equipment, such as laptops, tablets, docking stations, monitors, keyboards, and mice, managing the distribution of cell phones and office phones, and monitoring onsite switches and routers.

THIS IS A WAGE POSITION Wage employees are subject to the following conditions of employment:

  • Wage employees serve at the will and pleasure of the appointing authority.
  • Continuing employment is based on available funding and business need.
  • Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc.
  • Wage employees are paid only for the hours they actually work.
  • Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1,500 hours during the period of May 1 – April 30 of the following year (the Standard Measurement Period).
  • Once a wage employee works the maximum of 1,500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.
  • Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only.
  • If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee.
  • Continuing employment is based on available funding and business need.
Minimum Qualifications
  • Ability to communicate and work effectively with a diverse staff to implement change; work independently, with minimal supervision, to follow through on assignments and responsibilities
  • A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency
  • Knowledge in information systems management and strong understanding of network topology with an emphasis on SQL report writing tools, data security and user access controls
  • Understanding of MS Office Suites including MS Access databases; strong understanding of Microsoft operating systems and client/server architecture to support agency application troubleshooting techniques, ability to use GIS software for data mapping; ability to understand network techniques and telecommunications systems to support application data sharing internally and externally with state and local government contacts; ability to coordinate and implement new data collection techniques;

    ability to install and support local agency software and printers that are out of scope to VITA; provide webmaster and system analysis support; ability to work with and train end users in agency applications; ability to analyze district’s existing service delivery systems and evaluate impacts of new information system technology
