Job Description

Performs difficult professional and responsible administrative work in the purchasing and contracting of services, supplies, materials and equipment; does related work as required. Work is performed under the general supervision of the Chief Financial Officer. Supervision is exercised over subordinate purchasing personnel.

Physical requirements include light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; stooping, walking, fingering, grasping, and repetitive motions; vocal communication; hearing; visual acuity for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, determining accuracy and thoroughness of work, and observing general surroundings and activities.

The worker is not subject to adverse environmental conditions.

Essential Functions / Typical Tasks
  • Planning, coordinating and overseeing the purchasing activities; preparing and maintaining appropriate files and records; developing and maintaining relationships with vendors.
  • Directs and advises administrative, operations, and school staff on purchasing procedures and functions.
  • Negotiates with vendors to ensure best price and/or quantities of goods and that vendors adhere to contract stipulations.
  • Ensures compliance with all state and federal regulations.
  • Develops contract documents for professional and non-professional services and construction.
  • Develops and reviews technical specifications and bid documents.
  • Directs and conducts contract administration for professional and non-professional services, construction, and the purchase of materials, supplies and equipment.
  • Reviews and approves quotes, bids, purchase orders, invoices and request for payments.
  • Directs consultants, vendors and contractors concerning contract requirements and how to do business with Suffolk Public Schools.
  • Evaluates bids and proposals.
  • Conducts small purchases.
  • Assigns, supervises and evaluates the work of subordinates.
  • Keeps abreast of developments in procurement procedures, regulations and laws by attending continuing education and professional venues.
  • Oversees and participates in cooperative purchasing with other school districts.
  • Directs the sale or disposition of surplus property.
  • Fosters the relationship between Finance/Purchasing and other departments.
  • Performs related tasks as required.

Knowledge,

Skills and Abilities

Thorough knowledge of business methods, markets and purchasing practices; thorough knowledge of the laws relating to public purchasing (local, state, and federal); planning for capital projects; ability to write clear, concise and compliant contracts and specifications; ability to negotiate contracts, discounts, and additional goods or services; thorough knowledge of various grades and qualities of a variety of materials, supplies and equipment used by the school;

thorough knowledge of standard office procedures, practices and equipment; ability to plan and review the work of office staff in performing varied procurement functions; ability to express ideas clearly and concisely, orally and in writing; ability to establish and maintain effective working relationships with associates, vendors and the general public.

Education and Experience

A combination of education and experience to include graduation from an accredited college or university with major coursework in purchasing, marketing, business management or related fields with considerable experience in the purchasing and contracting of a variety of services, supplies, materials and equipment.

Special Requirements

Possession of Certified Public Purchasing Officer, Certified Purchasing Manager or Certified Professional Public Buyer certification. The NIGP‑CPP certification would also meet this special requirement. Possession of any of these national certifications will meet the education requirement.
