4220 COORDINATOR OF FACILITIES, MAINTENANCE, AND PLANNING

GENERAL DEFINITION AND CONDITIONS OF WORK

Performs difficult professional and difficult administrative work strategic leadership planning, directing and supervising the staff and programs of the facilities and maintenance department; does related work as required. Work is performed under the general supervision of the Superintendent of Schools. Supervision is exercised over all departmental personnel.

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word;

hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities;

the worker is subject to inside and outside environmental conditions, noise, hazards, and atmospheric conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

  • Formulates, recommends, analyzes and controls budgetary and expenditure actions for the department;
  • Assists the Division Purchasing Agent to manage architectural and engineering services, bid processes, contractor selection, and construction administration.
  • Ensures projects comply with local, state, and federal regulations, including building codes, fire codes, ADA requirements, and environmental standards
  • Plans, develops, and assists in maintaining a comprehensive long-range Facilities Master plan and maintenance schedule;
  • Coordinates inspections with fire marshal, health department, and other regulatory agencies.
  • Coordinates the preparation of bid specifications and competitive procurement of materials, supplies and services;
  • Oversees environmental compliance, including hazardous materials management and air quality standards.
  • Supervises the receipt, storage and disbursement of materials and supplies;
  • Identifies cost efficiencies and operational improvements;
  • Ensures compliance with all applicable safety regulations, including OSHA standards and state education facility requirements.
  • Prepares appropriate correspondence, attends staff, Board and other meetings;
  • Analyzes, approves and assigns building maintenance requests;
  • Works with building administrators and central office staff to determine maintenance needs for facilities;
  • Processes requests for student records;
  • Oversees turf management, irrigation systems, snow and ice removal, and outdoor equipment maintenance with school building administrators and contractors.
  • Coordinates emergency services and management; coordinates use of facilities for emergency services;
  • Performs related tasks as required.

Knowledge,

Skills and Abilities

Thorough knowledge of the principles, practices and procedures of school administration; comprehensive knowledge of the general laws and administrative policies governing public purchasing, storage and audit of materials, supplies and equipment; thorough knowledge of building maintenance services and procedures; thorough knowledge of building design and construction practices; ability to develop and present ideas effectively, orally and in written form; ability to establish and maintain effective working relationships with associates, the School Board and the general public.

Education and Experience

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in public or business administration, education or related field and extensive and increasingly responsible experience in building operational and support services.
