Case Advisor (Adult WIOA)

The Adult WIOA Case Advisor reports directly to the Waubonsee Works Program Manager. This position provides comprehensive case management, advising, and support services to eligible Adult WIOA participants. The Case Advisor works collaboratively with the Adult Education Bridge and Transitions Advisor and the Adult Education Career and Workforce Advisor to support participant enrollment, persistence, and completion in WIOA-eligible programs. The Adult WIOA Case Advisor is responsible for guiding participants through career pathway development, supporting attainment of industry‑recognized credentials, and facilitating successful transitions into employment and/or post‑secondary education.
The position also maintains strong partnerships with internal departments and external agencies to ensure coordinated service delivery and positive program outcomes.
Provide comprehensive case management services to Adult WIOA participants from intake through follow‑up.
Assist participants in developing and achieving educational and employment goals as outlined in the career plan.
Monitor participant progress and document in accordance with WIOA and college requirements.
Support student persistence, retention, and completion in Bridge and ICAPS programs.
Advise participants on academic, career, and personal development related to career pathway progression.
Utilize labor market information to guide participants toward in‑demand occupations and training opportunities.
Support transitions into post‑secondary education, occupational training, and employment aligned with participant goals.
Collaborate closely with the Adult Education Bridge and Transitions Advisor and Career and Workforce Advisor for Bridge, ICAPS, and employment services.
Maintain ongoing communication with instructors, program staff, and partner agencies to support participant success.
Coordinate referrals to internal and external resources, including supportive services, community‑based organizations, and workforce partners.
Assess participant needs and coordinate appropriate supportive services to reduce barriers to participation and completion.
Track and document supportive services in compliance with funding guidelines and internal procedures.
Assist in recruitment and onboarding of eligible Adult WIOA participants.
Maintain consistent communication with participants to promote engagement and program retention.
Support participants in job readiness, job search, and placement activities and record outcomes.
Assist participants in transitioning to unsubsidized employment and achieving long‑term career advancement.
Maintain accurate and complete participant files, including eligibility documentation and service record.
Track performance outcomes and assist with data collection and reporting requirements for WIOA and institutional reporting.
Ensure compliance with all federal, state, and local regulations related to WIOA programming.

Minimum QualificationsBachelor's degree in Counseling, Education, Human Services or related field required. Master's degree preferred.
Minimum of 2–3 years of experience in case management, advising, workforce development, adult education, or social services.
Experience working with diverse adult populations, including individuals who are economically disadvantaged, English language learners, immigrants, or individuals with barriers to employment.
Strong understanding of career pathways, workforce systems, and postsecondary transitions.
Strong communication and organizational skills with the ability to work independently, cooperatively and maintain confidentiality.
Proficiency in Microsoft Office software applications required.
Ability to manage multiple priorities and maintain detailed documentation.
Preferred QualificationsKnowledge of WIOA regulations and performance measures.
Experience with job development, employer engagement, or workforce partnerships.
Familiarity with Bridge and ICAPS programming or integrated education and training models.
Experience using case management or student information systems.

Monday – Friday, 8 a.m. – 4:30 p.m. (with some required evenings for recruitment, training, and events)
