HR Manager, Regulatory Compliance Specialist
Position Summary
The Senior Payroll Manager is responsible for overseeing day-to-day payroll operations to ensure accurate, timely, and compliant payroll processing. This role leads payroll staff, manages operational workflows, and partners cross-functionally with HR, Finance, and Benefits to deliver a high-quality employee payroll experience.
Key Responsibilities Payroll Operations- Manage end-to-end payroll processing across all pay cycles (weekly, biweekly, semi-monthly)
- Review and approve payroll registers, tax filings, and reconciliations
- Ensure accurate processing of wages, bonuses, commissions, equity, and deductions
- Oversee off-cycle payrolls, adjustments, and retroactive payments
- Ensure compliance with federal, state, and local wage and tax regulations
- Maintain payroll documentation, audit trails, and internal controls
- Support internal and external audits, including year-end and tax audits
- Monitor regulatory changes and implement required operational updates
- Lead, coach, and develop payroll staff
- Assign workloads, set priorities, and ensure coverage for payroll cycles
- Conduct performance reviews and support professional development
- Administer payroll systems and ensure data integrity
- Partner with HRIS and IT on system updates, testing, and integrations
- Identify opportunities to improve efficiency, accuracy, and automation
- Collaborate with HR, Finance, Benefits, and Accounting on payroll-related matters
- Serve as escalation point for complex employee payroll issues
- Support compensation, benefits, and finance initiatives requiring payroll expertise
- 7+ years of progressive payroll experience, including people management
- Must have hands-on experience processing payroll in-house, not solely managing or submitting payroll to third-party providers (i.e. ADP).
- Strong knowledge of payroll tax, wage and hour laws, and payroll accounting
- Experience with enterprise payroll systems (e.g., Workday, ADP, UKG)
- Proven ability to manage deadlines in a high-volume environment
