Overview
Senior Civil Engineer performs advanced civil engineering work supporting public infrastructure projects. Responsibilities include designing, reviewing, inspecting, and maintaining streets, utilities, and public facilities; evaluating private development plans; approving permits; and assisting the Director of Public Works. Serves as a management-level engineer overseeing complex citywide engineering, design, and project delivery functions. Applies advanced civil engineering expertise and regulatory knowledge to guide projects, develop solutions, and ensure efficient operations.
Requires a California Professional Civil Engineer license and extensive municipal engineering experience.
- Design, review, inspect, and maintain streets, utilities, and public facilities.
- Evaluate private development plans and approve permits.
- Assist the Director of Public Works and coordinate with stakeholders.
- Develop solutions, oversee project delivery, and ensure efficient operations across the city.
- Conduct traffic studies, administer grants, and manage capital improvement projects.
- Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field.
- Experience: Six (6) years of responsible civil engineering experience; supervisory experience is desirable.
- License: Professional Civil Engineering Certification in the State of California is required.
- Valid California driver’s license.
- Extensive knowledge of civil and traffic engineering principles, design standards, public works practices, project management, budgeting, contract administration, and regulatory compliance.
- Proficiency with modern engineering tools, CAD, GIS, and current industry trends.
- Ability to analyze complex engineering problems, manage capital improvement projects, review plans, specifications, and reports for accuracy and compliance, coordinate with stakeholders, and communicate effectively with internal teams, officials, and the public.

- Medical insurance – City pays for coverage up to current Kaiser Permanente Family rate; alternative cash payment up to $700 per month if already covered by another plan.
- Vision and dental insurance options at competitive rates.
- Retirement – Public Employees Retirement System (CalPERS) 2% at 55 for classic employees or 2% at 62 for new employees; long‑term contributions as stated.
- Education Incentive Pay – 3% for advanced degree beyond current requirement.
- Life insurance – City-paid coverage of $200,000 for employee only.
- Deferred Compensation Plan – City contributes match up to 4% of base pay or $118 per pay period.
- Tuition reimbursement – Up to $1,500 per year upon successful completion of an approved program.
- Paid leave – 96 hours sick leave, 80 executive leave, 14 paid holidays (incl. 2 floating), 80 hours paid vacation per year for first five years, increasing over time.
- Alternative work schedule – 9/80 with alternate Fridays off.
