Job Summary

B&A is looking for a Top-Secret NARA Support Analyst to join a contract with a federal government client in support of an important mission. We are seeking a NARA Support Analyst to join our team in Suitland, Maryland supporting the Joint Staff Declassification Branch (JSDB) within the Information Management Division (IMD). In this role, you will conduct declassification reviews of DoD records and provide focused records management support for record collections under the purview of the IMD, ensuring the accurate preparation, indexing, and accessioning of records to the National Archives and Records Administration (NARA) in accordance with Executive Order 13526 and applicable Joint Staff and NARA requirements.

Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information.

Responsibilities
  • Conduct declassification reviews of DoD records at the document level in accordance with Executive Order 13526, applicable classification guides, and Joint Staff and external agency guidance.
  • Provide focused records management support for record collections under the purview of the Information Management Division, in accordance with IMD Records and Research Branch procedures and policies.
  • Verify accurate and comprehensive application of the SF 715 and Joint Staff box summary sheets.
  • Generate accurate indexes at the document level for submittal to NARA and process E-Discovery searches in support of ongoing legal proceedings.
  • Prepare boxes for transportation and accessioning to NARA, and provide additional records processing and quality assurance services in support of IMD modernization goals and NARA records management requirements.
  • Maintain an active account with the Interagency Referral Center Notifications (IRCN) system and ensure timely acknowledgment of system-generated referral notifications.
  • Archive completed declassification actions into the Joint Staff electronic archiving repository within established timelines, maintaining a minimum 99% acceptable quality level.
Education and Experience

Bachelor's degree in the Social Sciences is required. Candidates with a degree in other disciplines, or without a bachelor's degree but having considerable professional/military experience, may be accepted based on documented declassification work experience subject to Joint Staff concurrence. In addition, candidates must possess 7 years of experience conducting declassification reviews of DoD records.

Required Skills
  • Expert understanding of Executive Order 13526 and declassification criteria.
  • Expert understanding of Interagency Referral Center processes and procedures.
  • Knowledge of Joint Staff structure, missions, history, and equities.
  • Must have completed the Department of Energy's Historical Records and Restricted Data Reviewer course.
Security Clearance

Must possess a final and fully adjudicated Top-Secret clearance with SCI eligibility.
