Overview
This position will serve as the Section Manager for the Audit Calibration and Technical Support (ACTS) section within the Division of Air Quality Analysis (DAQA). DAQA operates a state-wide ambient air monitoring network used to determine compliance with the National Ambient Air Quality Standards (NAAQS). The ACTS section is responsible for calibration, maintenance, and quality control checks for all instruments and sites in the monitoring network.
The section manager oversees daily operations of all staff in the section and ensures that the section follows all EPA requirements to confirm that legally defensible and technically sound data is produced for South Carolina.
- Manages and supervises day‑to‑day activities of section staff, ensuring supplies, service contracts, and equipment certifications are current and data completeness is maintained. Ensures Regional Field staff are trained annually or more frequently as required. Continuously seeks process improvement and efficiencies within the ACTS section. Maintains required documentation within required time frames and ensures equipment is repaired promptly and in good working condition, including spare equipment.
- Provides professional and technical advice to agency management, public and private officials, consultants, and industries on ambient air monitor maintenance, operation and quality assurance requirements. Provides resource and training needs assessments and writes and reviews reports on ambient air monitor operation and quality assurance activities.
- Develops, reviews and implements Standard Operating Procedures (SOPs) for ambient air analyzers and related equipment, ensuring they are approved within EPA time frames and reviewed and updated annually or more frequently as required.
- Collects and evaluates data from ambient air analyzers to assess monitor efficiency and adherence to regulated operating procedures.
- Researches current developments in instrumentation and analytical techniques related to ambient air monitoring.
- Completes Employee Performance Management System in accordance with Agency guidelines; promotes implementation of the SCDES Strategic Plan; completes all necessary administrative tasks (PCAS, SCEIS functions, etc.) and documentation as required and requested.
- Performs other duties as requested and required.
A bachelor’s degree and relevant program experience.
Additional Requirements- Excellent technical skills reflecting working knowledge of ambient air monitoring systems and field work.
- Experience operating, calibrating, and troubleshooting ambient monitoring equipment.
- Ability to successfully complete objectives in a timely and professional manner.
- Excellent writing and verbal communication skills.
- Proficiency with Office 365 applications.
- Experience with QAPPS, SOPs and field QA/QC practices.
- Exercise considerable judgment in daily implementation of assigned duties.
- Work effectively in a team‑oriented environment and encourage positive working relationships with coworkers, industry, and government officials.
- Ability to lift 50 pounds.
- Attend periodic staff meetings and trainings.
- Available to work 37.5 hours/week; weekends and emergencies as required.
- Must have a valid driver’s license, a 10‑year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle.
- Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
- A master’s degree in the natural or physical sciences, public health or related technical field and six years of environmental experience; or a bachelor’s degree in the natural or physical sciences, public health or related technical field and seven years of environmental experience.
- Extensive experience with data management systems such as Air Vision.
- Experience with SCEIS, SharePoint and Adobe.
- Strong knowledge of EPA ambient monitoring requirements.
- Experience with inventory management and procurement.
