Information

This position is in the Administration/Finance/Budget Department at the Department of Motor Vehicles (DMV) Headquarters in Blythewood, SC.

Responsibilities
  • Manages operating budgets and expenditures for assigned areas. Monitors actual expenditures, commitments, available balances, and patterns of spending to ensure activity remains within approved budgets and available funding. Analyzes budgetary issues, recommends appropriate collective action, and works with agency management to ensure operational funding needs are addressed. Maintains accurate supporting documentation and performs general ledger and financial activity review for assigned areas.
  • Prepares and processes budget adjustments, journal entries, and other financial transactions for assigned areas, including required supporting documentation and coordination with General Accounting. Prepares recurring budget status reports, activity reports, and fiscal year budget for assigned areas, fiscal year closeout information, and other financial reports requiring accurate compilation and presentation of fiscal data.
  • Develops expenditure projections and forecasts for assigned areas using historical activity, current spending patterns, contractual obligations, operational information, and other relevant data. Assists in the development of the agency's annual operating budget and prepares budgetary adjustments and funding recommendations. Evaluates the fiscal impact of proposed or anticipated operational changes and advises management of resulting funding requirements.
  • Compiles and analyzes monthly financial activity for assigned areas and communicates significant trends, variances, risks, and funding needs to agency management. Meets regularly with Directors, Deputy Directors, and other program officials to review financial activity, projections, and budgetary issues. Serves as a knowledgeable resource on SCEIS financial processes and reporting and assists internal and external stakeholders in researching and resolving financial transactions and reporting issues.
  • Provides financial support for the agency's procurement and payment processes. Reviews and provides appropriate budget and accounting information for shopping carts, purchase orders, funds reservations, invoices, and related transactions. Analyzes contractual and other committed expenditures, researches funding or coding issues, and coordinates with Procurement, Accounts Payable, and program areas to support accurate and timely processing.
  • Performs complex professional duties in accounting and financial analysis for agency programs, projects, contracts, and special initiatives. Supports compliance with Generally Accepted Accounting Principles (GAAP), applicable laws and regulations, and state and agency fiscal requirements. Develops and monitors financial plans and cash flow for assigned projects, identifies expenditure and funding variances, evaluates cost and funding requirements, and recommends appropriate process improvements to maintain fiscal integrity.
  • Monitors fund balances, spending authority, appropriations, and other available funding to ensure agency transactions can continue to process and expenditures remain within authorized levels. Applies applicable appropriations, provisos, statewide budget policies, fiscal procedures, and funding…
