Position: Office of Support Services (OSS) Lieutenant (60024115)

THIS IS AN INTERNAL POSTING FOR SOUTH CAROLINA DEPARTMENT OF PUBLIC SAFETY (SCDPS) OFFICERS ONLY.

Positioned within the Office of Support Services, this role supports strategic planning and process improvement across all OSS functions, including logistics, fleet, evidence management, and facilities operations as designated by the OSS Director and/or Captain of OSS Fleet and Logistics units. The position drives data analysis and project coordination to enhance efficiency and resource utilization, while also maintaining comprehensive oversight of the Axon program.

This role collaborates daily with internal and external divisions, vendors, and end-users to ensure effective operational support and informed decision-making.

OSS Fleet Axon Program:

This position provides project management oversight for the coordination and administration of Axon hardware, with a primary focus on fleet cameras, body cameras and cradlepoint devices. The employee is responsible for guiding high-level planning and strategic direction to ensure program objectives align with agency priorities. They monitor inventory, asset tracking, and documentation processes to maintain program integrity and compliance. The role requires collaboration with internal divisions such as Asset Management, Department of Public Safety (DPS) Fleet, and Office of Information Technology (OIT), as well as coordination with external vendors for repairs, warranties, and replacements.

The employee leads process improvement initiatives and policy alignment to enhance the overall effectiveness of technology deployment and digital evidence management. Regular analysis of program data and performance trends supports informed decision-making and long‑term planning. Ultimately, the position ensures that Axon hardware operations consistently support the agency’s mission and operational goals.

Strategic Planning and Process Improvement:

The employee leads the development and implementation of initiatives that enhance the efficiency and effectiveness of the Office of Support Services and the Department of Public Safety. Regular data analysis and operational reviews are conducted to pinpoint areas in need of improvement across all support service functions. Based on these findings, the employee formulates and recommends process changes grounded in industry best practices and agency goals.

Successful implementation requires close collaboration with stakeholders to ensure alignment and buy‑in throughout the process. The employee continuously monitors outcomes, adjusting strategies as needed to maintain sustainable improvements. By championing a culture of innovation and adaptability, this role ensures the agency remains effective and responsive to evolving operational needs.

Data Analysis and Reporting:

Data analysis and reporting are key functions of this position. The employee is responsible for gathering operational data from all Office of Support Services divisions, ensuring comprehensive and accurate data collection. This data is thoroughly reviewed and interpreted to identify trends, measure performance, and detect potential issues. The employee prepares executive‑level reports and detailed briefings that support informed decision‑making by agency leadership.

Monitoring key performance indicators is conducted on a regular basis to evaluate progress toward strategic goals. The employee also ensures that all data used in reporting processes is accurate, complete, and maintained with the highest standards of integrity. Through these efforts, the role directly supports transparency, accountability, and continuous improvement within the agency.

Special Projects Leadership:

The employee takes the lead in coordinating and implementing special projects and new initiatives across all support services divisions. This involves working closely with cross‑functional teams to plan, launch, and monitor projects, ensuring they align with agency objectives.
