The Navy Foreign Military Sales (FMS) Case Execution Modernization Initiative (CEMI) will provide the Navy, Marine Corps, Coast Guard, and Foreign Nationals the enterprise case management system replacement for MISIL. The CEMI will serve as the case execution capability to comprehensively and efficiently access, integrate, manage, track, evaluate, and transfer case execution, logistics, requisition, procurement, contracting, funding, financial, accounting, and services data across the FMS community activities.

21, LLC is developing the Sea Services Security Assistance Logistics and Execution (S 3 ALE) application as part of a systems-of-systems solution to replace the obsolete MISIL system.

• Cloud Architecture &
  
  Infrastructure:
  
  Design, deploy, and manage scalable, highly available, secure AWS cloud infrastructure across compute, storage, networking, and application services.
• AWS Services Management:
  
  Configure, administer, and optimize AWS services including EC2, S3, RDS, Lambda, ECS, EKS, VPC, ECR, Cloud Watch, Cloud Trail, Security Hub, Guard Duty, and Inspector.
• Infrastructure as Code:
  
  Develop and maintain reusable, modular infrastructure using Terraform, AWS Cloud Formation, or AWS CDK. Manage remote state, infrastructure dependencies, and configuration drift.
• Containerization & Orchestration:
  
  Design, deploy, and maintain containerized workloads using Docker and Amazon ECS, including Fargate and EC2 launch types. Configure Dockerfiles, multi-stage builds, ECR repositories, ECS task definitions, service auto-scaling, health checks, service discovery, and task-level IAM roles.
• Cloud Networking:
  
  Design and maintain custom VPC architectures, including multi-AZ deployments, public/private subnets, route tables, NAT and Internet Gateways, VPC endpoints, security groups, NACLs, VPC peering, and Transit Gateways. Configure ALB/NLB target groups and AWS Cloud Map for service connectivity and discovery.
• Security, Governance & Compliance:
  
  Implement AWS security best practices and the Principle of Least Privilege through IAM roles, custom policies, permission boundaries, and Service Control Policies (SCPs). Develop and maintain security policies for architecture components and users.
• Security Monitoring & Auditing:
  
  Configure and respond to security findings using AWS Security Hub, Guard Duty, and Inspector. Implement Cloud Trail, AWS Config rules, Cloud Watch Logs, and alarms to support continuous monitoring, auditing, and compliance.
• Automation & Serverless:
  
  Develop and maintain Python, Bash, YAML, and JSON-based automation, including AWS Lambda functions for notifications, data transformation, S3 logging, and other operational processes.
• CI/CD & Dev Sec Ops :
  
  Build, maintain, and troubleshoot automated CI/CD pipelines using AWS Code Pipeline, Code Build, and Code Deploy or equivalent platforms such as Git Hub Actions, Git Lab CI/CD, Jenkins, and Azure Dev Ops. Integrate automated security testing, SAST, dependency scanning, and container image vulnerability scanning.
