E&I Commissioning Engineer; Industrial & Substation), Nationwide; Quincy Greenfield Sumner, WA

Facilitate Level 1 through Level 5 commissioning on electrical and instrumentation systems across the full project lifecycle, from early design and factory acceptance through installation verification, pre-functional and functional testing, and final integrated systems testing. Work spans substation, industrial, and mission-critical installations.

• Facilitate Level 1 through Level 5 commissioning on electrical and instrumentation systems; level definitions adapt to the specific installation type (substation, industrial, mission critical).
• Develop and execute Inspection and Test Plans (ITPs) and Methods of Procedure (MOPs) in support of commissioning activities; ensure hold points, witness points, and approvals are captured prior to execution.
• Review project documentation including but not limited to drawings, specifications, protection and control schemes, sequences of operation, and coordination studies; verify design intent and testability.
• Witness Factory Acceptance Testing (FAT) at manufacturer facilities; identify issues and drive resolution prior to shipment.
• Verify delivery and installation in the field, including but not limited to torque values, clearances, grounding, cable terminations, and conformance to specifications and manufacturer requirements.
• Execute pre-functional and startup testing of equipment including but not limited to transformers, circuit breakers, protective relays, instrument transformers (CTs and PTs), switch gear, MCCs, UPS, generators, and station batteries.
• Execute functional performance testing (FPT) of integrated systems, including but not limited to sequences of operation, protection schemes, interlocks, alarms, and control logic.
• Support Integrated Systems Testing (IST) under live conditions, including but not limited to phased energization, load testing, SCADA and communications verification, and final performance validation.
• Identify safety hazards and human performance risks; contribute to task-hazard and task-risk mitigation analyses. Communicate potential delays, cost overruns, or technical issues to the Project Lead in a timely manner. Must be willing to travel overnight as needed.

Knowledge, Skills, and Abilities:

• Demonstrated experience facilitating E&I commissioning projects across substation, industrial, and/or mission-critical installations, including development and execution of ITPs and MOPs.
• Working knowledge of electrical theory, power distribution (LV/MV/HV), and protective relaying principles.
• Ability to read and interpret single-lines, three-lines, schematics, P&IDs, loop sheets, cable schedules, and vendor manuals.
• Proficiency with commissioning test equipment including but not limited to Omicron CMC 356, Doble, CPC 100, Megger, transformer turns ratio testers, hi-pot testers, contact resistance testers, and process calibrators.
• Working knowledge of network and control communications including but not limited to TCP/IP, DNP3, Modbus, IEC 61850, HART, and Foundation Fieldbus over copper, fiber, and wireless media.
• Familiarity with NETA ATS/MTS, NEC, and NFPA 70E; NETA III or IV certification is a plus.
• Familiarity with NERC Standards and CIP policies and procedures and required compliance documentation.
• Strong working knowledge of common software such as Microsoft Word, Excel, and Outlook. Experience with project management and completion software is a plus.
• Hands‑on experience with equipment and systems from industry manufacturers including but not limited to SEL, GE, ABB, Siemens, Schneider, and Rockwell.
• Must show the ability to effectively communicate both written and verbally with customers and other team members.
• Demonstrates organizational skills to include on‑time reporting of time and expenses, weekly status reports, and any other documentation and reporting requirements.
• Demonstrates the responsibility required to maintain a professional appearance as well as keeping tools, test equipment, and vehicles in clean and organized condition and up to date with service and calibrations.

Education and

Work Experience:

• Associate’s or Bachelor’s degree in electrical, instrumentation, or automation technology; or Journeyman Electrician; or equivalent military training (Army Prime Power, Naval Nuclear Power, Navy ET/IC/EM, Seabee CE) with a minimum of 3 years of E&I commissioning, project management, substation commissioning, or related experience.
• Ability to achieve NETA level III or IV within 12 months of employment.
