Hiring Range: $3,869.38 - $4,325.19 biweekly, with growth to $4,835.31
The City of Sumner is looking for a proactive, adaptable, and responsive Emergency Manager to keep our community prepared for emergencies. This role coordinates emergency preparedness, training, and response across all city departments and leads community resilience initiatives.
Responsibilities- Act as the City’s Emergency Manager and principal resource for preparedness, mitigation, response, recovery, and continuity planning.
- Represent the City in regional, county, state, and federal emergency management organizations.
- Develop, maintain, and update the Comprehensive Emergency Management Plan (CEMP), Emergency Operations Plan (EOP), COOP, evacuation procedures, and related policies.
- Participate in strategic planning, policy development, and organizational resilience initiatives.
- Coordinate and assist in planning large community events to ensure emergency considerations are incorporated.
- Ensure compliance with NIMS, Incident Command System (ICS), and applicable regulations.
- Lead training programs, workshops, exercises, drills, and tabletop exercises for City staff and partners.
- Operate the Emergency Operations Center (EOC) during incidents and serve as liaison with responding agencies.
- Conduct hazard and vulnerability assessments, recommend improvement strategies.
- Manage emergency grants, prepare reports, and ensure compliance.
- Develop and maintain emergency notification and crisis communication systems.
- Provide technical guidance to city leadership and conduct community outreach.
- Perform other duties as assigned.
- Bachelor’s degree in Emergency Management, Public Administration, Homeland Security, Business Continuity, or a related field.
- Three (3) years of progressively responsible experience in emergency management or related fields.
- Current NIMS training (Level 100, 200, 700, 800) or certification within six months of hire.
- Experience coordinating emergency management programs and EOC response.
- Knowledge of federal, state, and local emergency management laws and standards.
- Experience developing and maintaining CEMP, COOP, or emergency response plans.
- Experience planning and conducting emergency exercises and after‑action reviews.
- Experience administering emergency management grants.
- Familiarity with WebEOC or similar information systems.
- Experience serving in an EOC during activations.
- Required:
NIMS Level 100, 200, 700, 800. - Preferred:
Federal Emergency Management Institute coursework (EMPP Basic Academy) or Certified Emergency Manager (CEM) / Associate Emergency Manager (AEM).
- Must possess and maintain a valid Washington State driver’s license.
Knowledge of emergency management principles, local government administration, budgeting, grant administration, incident command systems, and public communication. Ability to exercise sound judgment, develop plans, coordinate multiple programs, communicate effectively, and build collaborative relationships. Proficiency with computer systems and software used in emergency management.
