Operations Manager
Job Responsibilities
Serves as the District Maintenance Engineer, assisting the District Engineering Administrator with planning, oversight, budgeting, coordination, and management of all district maintenance activities. Oversight and management duties include but are not limited to:
Budget planning and tracking, procurement review and approvals, time approval, supervisory responsibilities for all human resource related actions, coordinating emergency and inclement weather response, and resolving complex highway maintenance issues. Provides management, oversight, supervision, and guidance for eight (8) county resident maintenance engineers and other special projects as needed. Exercises discretion in interpreting and applying the Department's human resources policies to ensure consistent and fair implementation of maintenance employee classification, compensation, training, advancement recommendations and succession planning.
Ensures the Department's Disciplinary Action Policy is fairly administered, enforces equal opportunity employment policies. Oversees training and development concerning county maintenance unit HMMS/EAMS data entry, activity goals, efficient production, and accurate reporting of accomplishments. Provides guidance and support as needed with projects, reports, and resolving issues within the county maintenance units. Provides guidance and direction to each unit in developing and maintaining balanced crew compliments.
Serves as the Department's representative when interacting with officials, contractors, utility companies, developers, and citizens concerning complaints or problems. Investigates and takes appropriate action or provides recommendations when solutions are unique. Provides oversight and management of District and County Maintenance Unit operating budgets and procurement activities including day‑to‑day and emergency operations, facility, and equipment maintenance. Serves on District and Statewide committees related to maintenance activities, policies, and procedures.
Serves as the department's representative and liaison with local county transportation committees to request funding for projects on state‑maintained highways. Performs other related duties as assigned.
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and eight (8) years of engineering or construction management work experience; or an approved acceptable equivalence.
The physical demands for the essential functions involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
