Position Overview:
The OMR District 3 (Greenville) Materials Laboratory schedules and conducts Independent Assurance (IA) sampling and testing of aggregates, concrete, component materials, embankment, subgrade, subbase and base materials used on federal‑aid, state, and local projects, as appropriate, in areas of the state as determined by OMR's Independent Assurance Manager. It observes project inspectors obtaining samples and instructs them on proper sampling and testing procedures as necessary.
It maintains required records and files for all assigned work and projects.

- Schedule and conduct IA sampling and testing of asphalt plant mix, asphalt liquid binder, and asphalt roadway density of materials to be used on federal‑aid, state, and local projects in assigned areas of the state.
- Verify District Asphalt Manager (DAM) personnel annually.
- Assist the District Materials Engineer (DME) with oversight of the everyday operations of the laboratory, acting as the DME in their absence.
- Perform laboratory testing as needed and enter IA and other appropriate information into AASHTOWare and Project Wise.
- Assist with training and instruction of SCDOT Technician Certification courses as needed.
- Assist OMR's IA Manager and local Resident Engineers with investigation of sampling, testing, and material issues as well as other tasks associated with the IA program.
- Conduct final width measurements, calibration of assigned testing equipment, and conduct meter surveys and leak tests on nuclear density gauges used by field offices.
- Conduct IA sampling and testing of aggregate and concrete at prestressed concrete facilities in assigned areas of the state and neighboring states when necessary.
- Perform other related duties as assigned.
- High school diploma and four and one-half (4.5) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence.
- Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience.
- Valid motor vehicle operator's license is required.
The physical demands for the essential functions involve frequent bending, kneeling, stooping and lifting up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May require occasional exposure to noise. May require working outside of normal work schedules and weekends.
