EEC Solutions is looking for a Foreign Disclosure Representative (FDR) for HQ USARCENT.
Note:
We are seeking resumes for a proposal opportunity. This position is contingent upon contract award. Candidates currently living in a Hub Zone designated area are encouraged to apply.
This position supports USARCENT foreign disclosure operations, reviewing and adjudicating the disclosure and release of classified military information and controlled unclassified information to foreign governments, coalition partners, and international organizations in the USCENTCOM AOR. The incumbent enables coalition information sharing while protecting sources, methods, and national disclosure policy equities.
Essential Duties and Responsibilities:- Review intelligence and operational products for foreign disclosure and release IAW NDP1, DoDD 5230.11, and AR 38010.
- Prepare disclosure determinations, release records, and delegation documentation; maintain the command foreign disclosure log.
- Advise staff sections on releasability, classification, and proper marking of products intended for foreign partners.
- Support multinational exercises, conferences, and coalition operations, including release of products to CENTRIXS, BICES, and comparable coalition networks.
- Coordinate foreign disclosure matters with the USCENTCOM Foreign Disclosure Officer, HQDA, and partner nation liaison officers.
- Train and certify staff on foreign disclosure procedures and common release pitfalls.
- Process foreign visit requests and support foreign liaison officer access management.
- Complete all contract required training and reporting: AT Level I and iWATCH within 30 calendar days, TARP annually, DoD IA awareness training with ATCTS registration, and daily PERSTAT input.
Required
Education:
- Bachelor's degree in International Affairs, Security Studies, Intelligence, or a related field. Four (4) additional years of directly relevant experience may substitute for the degree.
- Minimum three (3) years of foreign disclosure, security cooperation, or intelligence releasability experience.
- Prior service as a certified Foreign Disclosure Officer or Representative strongly preferred.
- DoD Foreign Disclosure Officer/Representative certification course strongly preferred. If not held at hire, candidate must be able to complete certification within 90 days of start.
- U.S. citizenship required.
- Active SECRET clearance at the time of hire. TOP SECRET preferred. Interim TS/SCI acceptable.
- Certified FDO/FDR with current DIA or Defense Institute of Security Cooperation Studies credentials.
- CENTCOM AOR foreign disclosure experience.
- Familiarity with coalition network architectures (CENTRIXS, BICES, CFBLNet).
- Regional language capability or partner nation engagement experience.
