Highway Patrol Lieutenant; Promotion; Troop , Community Relations & Recruiting Unit

THIS IS AN INTERNAL POSTING FOR CURRENT SOUTH CAROLINA HIGHWAY PATROL (SCHP) OFFICERS ONLY.

This position serves Statewide Operations.

Assists the Unit Commander in managing all daily operations. Ensures compliance with SCHP policies and procedures by subordinates. Develops rules and regulations for orderly operation of the Community Relations and Recruiting Unit (CRRU). Performs administrative tasks including but not limited to review of work schedules, assignments, South Carolina Enterprise Information System (SCEIS), activity, agency programs and investigates complaints.

Assists the Unit Commander with the development, planning, coordination, supervision and management of law enforcement programs and activities. Represents the Unit Commander in his/her absence.

Monitors SCHP release of public information and social media accounts. Monitors public safety education efforts by unit Community Relations Officers (CRO). Ensures CRO activities are in line with current agencysafety initiatives. Monitors recruiting activities of SCHP recruiters to make certain that the SCHP recruiting plan is followed. Provides information to subordinates concerning patrol operations.

Serves as a spokesperson for the South Carolina Highway Patrol. Ensures timely dissemination of information to the news media regarding activities and investigations of the Highway Patrol. Stays abreast of current public information trends and makes recommendations to the Unit Commander.

Assists the Freedom of Information Act (FOIA) Officer with the review and release of agency public records as needed.

Responsible for completing performance evaluations on subordinate employees.

Enforces all state laws, investigates traffic collisions as needed and conducts audits.

A bachelor's degree and experience supervising law enforcement personnel at a public law enforcement agency.

• EDUCATION – A bachelor’s degree, or an equivalent combination of education and experience, and a minimum of five (5) years of Class 1 Law Enforcement experience, as well as the following agency minimum requirements:
• TIME IN GRADE – Must have held the rank of Highway Patrol Sergeant for a minimum of six (6) continuous months by the posting closing date or currently hold the rank of First Sergeant.
• PROMOTIONAL EXAMINATION – An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two (2) years of the closing date of the posted vacancy.
• PROMOTIONAL INTERVIEW PANEL – An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two (2) years of the closing date of the posted vacancy.
• DISCIPLINARY ACTION – Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. Any individual who has been involuntarily demoted during the preceding six (6) months of the vacancy closing shall be considered ineligible to participate in the promotion process.
• EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM – An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Performance Improvement Plan” (PIP), formerly known as a “Warning Notice of Substandard Performance,” during the 12 months preceding the closing date of this vacancy shall be ineligible to participate in the promotion process.
