Position: Regional Human Resources Manager (Midlands & Low country)

This position is principally located at the SC Department of Behavioral Health and Developmental Disabilities (BHDD)-Human Resources (HR)-Central Office, 400 Otarre Parkway Cayce, SC 29033 but is subject to an alternate work location in the assigned region.

As the HR Regional Manager, you will report to the HR Field Operations Director. You will manage and oversee the coordination of all human resource functions for a regional facility or center located in the Midlands (Region
1) and Low country (Region
4), in order to support operational goals and workforce needs. This position manages HR Liaisons assigned to the regional centers and ensures support of the entire employee life cycle from recruitment to separation and compliance with all applicable state, federal and agency policies, rules and regulations. The HR Regional Manager is expected to travel routinely throughout the assigned regions.

Responsibilities for the HR Regional Manager:
  • Manage and oversee the support of HR services for all regional facilities.
  • Partner with regional managers on recruitment and retention of staff.
  • Collaborate with Central HR for operational and policy updates and serve as the primary liaison for critical and complex employee issues in the regional areas.
  • Hire, train and manage HR Liaisons assigned to the regions. Serve as a backup when necessary.
  • A bachelor’s degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience.
  • Five (5) years of experience in Human Resources.
Additional Requirements
  • Routine travel to facilities and centers located in the assigned Regions of Midlands and Low country in support of HR Liaisons, facility/center directors, supervisors and staff.
  • Master’s degree in a related field and five (5) years progressive human resources management experience.
Post hire, employees must:
  • Have knowledge of principles and practices of human resources management.
  • Have knowledge of relevant human resources policies and procedures and of agency policies and procedures.
  • Have knowledge of federal laws and state regulations affecting human resources management.
  • Have knowledge of management and organizational concepts.
  • Be able to establish and maintain effective working relationships.
  • Be able to analyze needs and resources and recommend and communicate solutions effectively.
  • Be able to exercise judgement and discretion in applying and interpreting a variety of policies and procedures.
  • Have the ability to direct and advise staff members.
