Job Duties
  • The ES Eligibility Team Manager (CNTY) performs general work duties related to the administrative of SNAP (Supplemental Nutrition Assistance Program) and TANF (Temporary Assistance for Needy Families) programs in the Economic Services Division for two county office, Berkeley and Dorchester counties, to help restore or improve customer financial stability. Directly supervises Economic Services Eligibility Team Leaders for both counties.
  • Directly supervises Economic Services staff responsible for providing services to TANF, SNAP and ABAWD clients. Direct supervision to include but not limited to conflict management, training new hires, conducting regular Team Leader meetings to review case errors cited from case reviews and provide corrective action needed to staff, review policy clarifications/changes with Team Leaders and/or staff, and include employee recognition. Ensures all management reports are monitored weekly and/or monthly as are utilized to manage staff's job performance.
  • Directly supervises Admin staff to include the Admin Supervisor and three Admin Specialist. Ensures two offices (St. George and Summerville) are adequately staffed at the front window and provides additional backup as necessary. Direct supervision to include but not limited to conflict management, training new hires, monitoring compliance to ensure phone calls are answered and customers coming into both offices are served.

    Handles all complaints regarding Admin or Economic Services.
  • Ensures Economic Services Program units operate in accordance with all state & federal laws, regulations, policies and guidelines. Conducts a minimum of 2 case re-reviews per Team Leader each month to ensure compliance with program policy. Participates in all county reviews and audits for Berkeley and Dorchester counties including but not limited to ME Reviews, QC Reviews, Fiscal Audits, Civil Rights Reviews, and others as applicable.
  • Effectively communicates and manages expectations for service delivery, customer service and accountability to Team Leaders and staff. Participates in staff disciplinary actions and the development of a PIP (Performance Improvement Plan).
  • Mentors Team Leaders in Low country counties to assist counties to improve their timeliness and accuracy rates to meet and exceed the SNAP/TANF timeliness goal of 95% and reduce the number of agency caused errors. Assists new Team Leaders by teaching them how to read and understand the CR300 and other supervisory reports, monitoring the AWS.
  • Ensures that all client data is correctly entered into the required systems and prepares all statistical and other reports as required.
  • Performs emergency disaster management services to include American Red Cross sheltering and Disaster SNAP duties. Prepares and implements a DSNAP plan for both counties as needed.
  • Represents the agency and assigned counties in the community.
  • Performs job delivery and/or performance with positive or appropriate customer service delivery to clients, the public and co-workers as an integral requirement.
  • Other duties as assigned.

A Bachelor's Degree in any field and three (3) years of professional experience in Human Services or Social Services programs.

A Master's Degree in any field and one (1) year of professional experience in Human Services or Social Services programs.

Must possess a valid driver's license and have access to and be able to operate a motor vehicle. Individuals must comply with necessary field work assignments.
